1.1項(xiàng)目區(qū)位Project Location
深圳市寶安西部中心（以下簡稱“西部中心”）位于深圳市寶安區(qū)北部地理中心，區(qū)位優(yōu)勢明顯，通過外環(huán)高速、京港澳高速、廣深公路、寶安大道等多條重要交通走廊與東莞、光明、南山、福田等區(qū)域快速聯(lián)系，6號(hào)線、11號(hào)線、12號(hào)線匯通四方。西部中心為深圳會(huì)展-海洋新城、燕羅、新橋東和福海-沙井等多個(gè)先進(jìn)制造園區(qū)提供高質(zhì)量的城市綜合服務(wù)。
Located in the geographical center of northern Bao'an District in Shenzhen,the Shenzhen Bao’an Western Center(hereinafter referred to as the"Western Center")enjoys an obvious position advantage with quick access to Dongguan,Guangming,Nanshan,and Futian via several major transportation corridors including the Outer Ring Highway,Beijing-Hong Kong-Macao Highway,Guangzhou-Shenzhen Highway,and Bao'an Avenue,as well as access to all directions enabled by Metro Lines 6,11,and 12.Moreover,it provides high-quality urban comprehensive services to several advanced manufacturing parks including Shenzhen Convention&Exhibition-New Marine City,Yanluo,Xinqiao East,and Fuhai-Shajing.
深圳市寶安西部中心潭頭-后亭片區(qū)（以下簡稱“場地”）位于西部中心內(nèi)，占地約5.9平方公里，是西部中心落實(shí)黃金內(nèi)灣、前海擴(kuò)區(qū)等重大發(fā)展戰(zhàn)略，實(shí)現(xiàn)寶安南北雙心均衡發(fā)展的重要載體。
Tantou-Houting Area of Shenzhen Bao'an Western Center(hereinafter referred to as the“site”),located within the Western Center,covers an area of approximately 5.9 square kilometers,serving as a key carrier for the Western Center to implement major development strategies such as golden inner bay and area expansion in Qianhai,and to achieve balanced development between dual centers of northern and southern Bao'an.

1.2工作范圍Work Scope
本次國際咨詢的工作范圍包含兩個(gè)層次：概念設(shè)計(jì)范圍和重點(diǎn)設(shè)計(jì)范圍。
The International Consultation’s work scope is twofold:conceptual design scope and key design scope.
概念設(shè)計(jì)范圍，以京港澳高速、廣深公路、外環(huán)高速、寶安大道、新和大道、沙井路等道路為界限，面積約5.9平方公里。
The conceptual design scope is bounded by roads such as the Beijing-Hong Kong-Macao Highway,Guangzhou-Shenzhen Highway,Outer Ring Highway,Bao’an Avenue,Xinhe Avenue,and Shajing Road,covering an area of 5.9 square kilometers.

重點(diǎn)設(shè)計(jì)范圍，即概念設(shè)計(jì)范圍中寶安大道以東區(qū)域，面積約2.9平方公里。
The key design scope is the eastern area of Bao'an Avenue in the Core Area,covering an area of 2.9 square kilometers.

1.3工作背景Work Background
1)深圳構(gòu)建面向區(qū)域的都市圈發(fā)展格局
1)Shenzhen builds a region-oriented development pattern of the metropolitan area
2019年《粵港澳大灣區(qū)發(fā)展規(guī)劃綱要》印發(fā)，提出“提高區(qū)域發(fā)展協(xié)調(diào)性，構(gòu)建結(jié)構(gòu)科學(xué)、集約高效的大灣區(qū)發(fā)展格局”。2022年，廣東省第十三次黨代會(huì)提出打造環(huán)珠江口100公里“黃金內(nèi)灣”，推進(jìn)粵港澳大灣區(qū)珠江口一體化高質(zhì)量發(fā)展。
In 2019,the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area was issued,proposing to"improve the regional development coordination,and build a development pattern of the GBA that is structurally scientific,intensive and efficient".In 2022,the 13th Party Congress of Guangdong Province proposed to build a 100-kilometer"golden inner bay"around the Pearl River Estuary to promote the integrated and high-quality development of the Pearl River Estuary in the Guangdong-Hong Kong-Macao Greater Bay Area.
為更好的落實(shí)大灣區(qū)發(fā)展戰(zhàn)略，深圳需建立更完善的中心體系結(jié)構(gòu)，引領(lǐng)深圳都市圈建設(shè)。作為深圳中心體系的重要組成部分，西部中心是實(shí)現(xiàn)深圳都市圈發(fā)展戰(zhàn)略，建立深圳西部發(fā)展支點(diǎn)，促進(jìn)深莞協(xié)同、灣區(qū)融合的必然選擇。
To better implement development strategies of the GBA,Shenzhen should build a central system structure that is further improved to lead the Shenzhen metropolitan area construction.As a key part of Shenzhen's central system,the Western Center is an inevitable choice to realize the development strategy of Shenzhen metropolitan area,build a development pivot in western Shenzhen and boost the collaboration between Shenzhen and Dongguan and the integration of the GBA.
2)寶安區(qū)打造南北雙中心推動(dòng)城市發(fā)展
2)Bao'an District builds north-south dual centers to propel urban development
過去十年，人口、產(chǎn)業(yè)向深圳西部不斷集聚。在戰(zhàn)略性創(chuàng)新平臺(tái)的牽引下，寶安北部地區(qū)轉(zhuǎn)型動(dòng)力強(qiáng)勁，能級(jí)快速躍升，成為深圳向?yàn)嘲l(fā)展的前沿陣地。但與此同時(shí)，寶安北部住房供應(yīng)不足，現(xiàn)狀居住環(huán)境不佳，人均住房面積遠(yuǎn)低于全市水平；醫(yī)療、教育、文體等公共配套全面短缺，難以滿足未來片區(qū)產(chǎn)業(yè)和人才的發(fā)展需求。
Over the past decade,population and industries have continued to converge in western Shenzhen.Driven by strategic innovation platforms,the northern Bao'an area has realized a rapid climb in energy level thanks to vigorous transformation power,emerging as Shenzhen's frontier for development toward the GBA.However,at the same time,this area also faces insufficient housing supply,poor current living conditions,a per capita housing area far below the city's average level,and an all-round shortage of public facilities regarding healthcare,education,culture and sports,etc.These challenges hinder the area from meeting the development needs of its future industries and talent.
為提升寶安北部競爭力，促進(jìn)產(chǎn)業(yè)和城市建設(shè)的全面轉(zhuǎn)型，寶安區(qū)提出在北部增設(shè)一個(gè)城市中心（即西部中心），與南部的寶安中心區(qū)形成南北雙中心，以平衡深圳西部的南北發(fā)展，優(yōu)化城市結(jié)構(gòu)。
In order to enhance the competitiveness of northern Bao'an and promote comprehensive transformation of industries and urban construction,Bao'an District has proposed adding a city center in the north(i.e.the Western Center)to form north-south dual centers with the southern Bao'an central area.This proposal aims to balance the southern and northern development in western Shenzhen and optimize urban structure.
3)茅洲河創(chuàng)新流域補(bǔ)足優(yōu)質(zhì)城市服務(wù)
3)Maozhou River innovative basin supplements high-quality urban service
茅洲河流域成為深莞之間正在崛起的創(chuàng)新軸帶。茅洲河上游，以松山湖科學(xué)城、光明科學(xué)城等基礎(chǔ)科研、源頭創(chuàng)新將極大提升灣區(qū)的科創(chuàng)水平；下游，以濱海灣新區(qū)、海洋新城、會(huì)展城等科技服務(wù)版塊將吸引優(yōu)質(zhì)科技企業(yè)和人才形成科創(chuàng)服務(wù)功能；而位于中游的西部中心，將以優(yōu)質(zhì)的綜合城市服務(wù)，銜接上下游功能片區(qū)，形成茅洲河流域基礎(chǔ)科研-綜合服務(wù)-科技商務(wù)的完整創(chuàng)新鏈條。
The Maozhou River basin is emerging as an innovation support belt between Shenzhen and Dongguan.In its upper reaches,the basic scientific research and original innovation,such as Songshan Lake Science City and Guangming Science City,will significantly enhance the bay area's level of sci-tech innovation;in the lower reaches,sci-tech service sectors such as the Binhaiwan New Area,New Marine City,and Convention&Exhibition City will attract high-quality technology enterprises and talent,serving the function of sci-tech innovation;located in the middle reaches,the Western Center will connect functional areas in the upper and lower reaches with high-quality comprehensive urban services,creating a complete innovation chain of basic scientific research-comprehensive services-sci-tech business in the Maozhou River basin.
因此，有別于傳統(tǒng)的城市CBD，西部中心的第一要?jiǎng)?wù)，是優(yōu)化職住關(guān)系，完善城市服務(wù)，建設(shè)宜居宜業(yè)宜游的品質(zhì)城區(qū)，以支撐燕羅、新橋東等工業(yè)空間保障戰(zhàn)略，聯(lián)動(dòng)會(huì)展城、海洋新城、濱海灣新區(qū)，支撐茅洲河流域創(chuàng)新發(fā)展。
Therefore,distinct from traditional urban CBDs,the Western Center prioritizes the optimization of the relationship between vocation and living,improvements on urban services,and the building of a quality urban area that is pleasant to live,work and travel,in order to support the guarantee strategy for industrial space such as Yanluo and Xinqiao East,and to facilitate the innovative development of the Maozhou River basin through coordination with the Convention&Exhibition City,New Marine City,and Binhaiwan New Area.
4)寶安北謀劃打造世界級(jí)地標(biāo)商圈
4)Northern Bao'an plans to create a world-class landmark business district
深圳正在全力打造“具有全球影響力的消費(fèi)中心”。通過“四級(jí)多元”的商業(yè)規(guī)劃體系，重點(diǎn)打造5個(gè)世界級(jí)地標(biāo)商圈。其中，空港會(huì)展商圈將依托國際會(huì)展中心、深圳機(jī)場等獨(dú)特資源稟賦，秉承“展城一體”、“空港一體”發(fā)展理念，打造寶安北部消費(fèi)新高地。
Shenzhen is making every effort to create a"globally influential consumer center",with the focus on establishing five world-class landmark business districts with a"four-level and diversified"commercial planning system.Among them,the Airport Convention&Exhibition Business District will leverage unique resources,including the Shenzhen World Exhibition&Convention Center and Shenzhen Airport and uphold the development concept of"integration of convention&exhibition and city"and"integration of airports"to create a new consumption highland in northern Bao'an.
西部中心地處空港會(huì)展商圈輻射范圍，坐擁“會(huì)展+海洋+文旅”三大千億級(jí)發(fā)展引擎，人流、物流、資金流、信息流得到有效匯聚。而西部中心憑借優(yōu)越的水網(wǎng)格局、歷史人文和未來城市發(fā)展愿景，將打造科技消費(fèi)、時(shí)尚消費(fèi)、文創(chuàng)消費(fèi)、旅游消費(fèi)等多元特色商業(yè)集聚區(qū)。
Located within the influence range of the Airport Convention&Exhibition Business District,the Western Center boasts three major hundred-billion-yuan development engines:"convention&exhibition+marine+cultural tourism",which allow for effective convergence of the flow of people,goods,funds,and information.Leveraging superior water network layout,history&culture,and a vision for future urban development,the Western Center will create a diverse and distinctive commercial cluster featuring sci-tech consumption,fashion consumption,cultural creativity consumption,and tourism consumption,among others.
1.4工作目標(biāo)Working Objectives
為建設(shè)人、產(chǎn)、城有機(jī)融合發(fā)展、品質(zhì)卓越的西部城市中心，支撐茅洲河創(chuàng)新流域發(fā)展，響應(yīng)深圳都市圈建設(shè)格局，本次國際咨詢提出以下設(shè)計(jì)目標(biāo)：
To support the development of innovative river basin of Maozhou River in a better manner and respond to the construction pattern of Shenzhen metropolitan area,the following design objectives are proposed for the International Consultation:
(1)水城相融，重塑生態(tài)韌性的河涌濱水空間示范；
(1)Integration of river and city,remodeling the ecological resilience demonstration of the river waterfront space;
(2)魅力賦能，建設(shè)西部中心區(qū)域性公共活力中心；
(2)Charm and enablement,building a regional public vitality center in the Western Center;
(3)未來展望，探索深圳新時(shí)期的高質(zhì)量宜居范式。
(3)Futuristic outlook,exploring the paradigm of high-quality livability in Shenzhen in the new period.
1.5工作原則Working Principles

以國際化的視野開展高標(biāo)準(zhǔn)設(shè)計(jì)，結(jié)合國內(nèi)外先進(jìn)經(jīng)驗(yàn)，科學(xué)有序地開展城市設(shè)計(jì)工作，合理布局空間及城市服務(wù)設(shè)施，為企業(yè)及人群提供優(yōu)質(zhì)的服務(wù)和環(huán)境。
Carry out high-standard design with an international vision,combine advanced experience at home and abroad to unfold urban design in a scientific and orderly manner,rationally arrange space and urban service facilities,and provide high-quality services and environment for enterprises and people.
(2)生態(tài)優(yōu)先、綠色營城

踐行尊重自然、順應(yīng)自然的發(fā)展理念，保育現(xiàn)狀水系、植被條件，充分協(xié)調(diào)生態(tài)保護(hù)與開發(fā)建設(shè)的關(guān)系，建設(shè)生態(tài)、文化、商業(yè)、居住充分協(xié)調(diào)共融的空間布局，塑造水城交融的新中心城區(qū)典范。
Practice the development concept of respecting nature and adapting to nature,conserve the current river system and vegetation condition,fully coordinate the relationship between ecological protection and development&construction,and build a spatial layout that fully coordinates and integrates ecology,culture,commerce and living,so as to shape an exemplary central urban area that blends rivers and city.

秉持可持續(xù)發(fā)展原則，探索綠色生態(tài)、智慧城市、智能交通等領(lǐng)域的技術(shù)集成創(chuàng)新模式，建設(shè)集先進(jìn)技術(shù)、可持續(xù)發(fā)展、未來工作生活方式于一體的空間范式。
Adhere to the principle of sustainable development,explore innovative models that integrate technologies in such areas as green ecology,smart city,and intelligent transportation,construct a spatial paradigm that combines advanced technologies,sustainable development,and future work and lifestyle.
(4)可操作性，實(shí)施保障
(4)Operability to ensure the implementation
借鑒國內(nèi)外存量地區(qū)更新的優(yōu)秀案例，剖析高密度存量地區(qū)更新邏輯，方案應(yīng)能適應(yīng)不同階段的開發(fā)與建設(shè)需要，為將來發(fā)展留有余地，方案必須具有可操作性，便于貫徹到下一輪城市建設(shè)工作中。
Learning from excellent cases of stock area renewal at home and abroad,and analyzing the logic of high-density stock area renewal,the scheme should be able to adapt to the needs of development and construction at different stages,leaving room for future development,and it must be operable to carry out in the next round of urban construction work.
(1)本次國際咨詢采用公開報(bào)名的方式，不設(shè)資質(zhì)要求。申請人須是國內(nèi)外注冊的獨(dú)立法人企業(yè)或機(jī)構(gòu)，如為境外單位，必須與國內(nèi)注冊的獨(dú)立法人企業(yè)聯(lián)合報(bào)名。
(1)Open application is adopted for this international consultation,without qualification requirements.The applicant must be independent legal entity or institution registered at home and abroad.If it is an overseas agency,it must make joint application together with independent legal entity registered in China.
(2)鼓勵(lì)聯(lián)合體報(bào)名。聯(lián)合體成員數(shù)量不超過3家。聯(lián)合體成員不得再單獨(dú)或以其他名義與其他設(shè)計(jì)單位組成其他聯(lián)合體參與報(bào)名，聯(lián)合體合作方需簽署具有法律效力的《聯(lián)合體協(xié)議》，并明確牽頭單位、各方工作分工等。不接受個(gè)人及個(gè)人組合的報(bào)名。
(2)Consortium is encouraged,with no more than three members.The consortium member cannot make application separately either by itself or by forming other consortium with other design agencies in another name.The consortium members need to sign the Consortium Agreement with legal effect,specifying the leading member,work division of each member.The application by individual or group of individuals is not accepted.
(3)有類似設(shè)計(jì)經(jīng)驗(yàn)的團(tuán)隊(duì)將優(yōu)先考慮：
(3)Priority will be given to teams with similar design experience:
1)具有豐富的城市更新和城市設(shè)計(jì)項(xiàng)目經(jīng)驗(yàn)；
1)With rich experience in urban renewal and urban design projects;
2)具有濱水公共空間設(shè)計(jì)經(jīng)驗(yàn)；
2)With experience in waterfront public space design;
3)具有商業(yè)綜合體設(shè)計(jì)經(jīng)驗(yàn)；
3)With experience in commercial complex design;
4)具有大型城市核心區(qū)營城模式策劃經(jīng)驗(yàn)。
4)With experience in city operation planning for large urban core areas.
(4)參與本次國際咨詢的規(guī)劃設(shè)計(jì)人員應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊人員，主創(chuàng)設(shè)計(jì)師須由主持過多個(gè)同類型項(xiàng)目的人員擔(dān)任，需有5年以上相關(guān)工作經(jīng)驗(yàn)，必須直接參與咨詢設(shè)計(jì)全過程，且現(xiàn)場踏勘、評審答疑、成果匯報(bào)均需參加并匯報(bào)。為了保證項(xiàng)目規(guī)劃設(shè)計(jì)人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目規(guī)劃設(shè)計(jì)人員中應(yīng)至少有一名通曉漢語的人士。
(4)The planning designers participating in this international consultation shall be the personnel on the payroll of the design agency.The chief designer shall be the person who has led several projects of the same type with over 5 years of relevant working experience and must directly participate in the whole consultation design process,attending and reporting in the site visit,review Q&A and achievement reporting.To ensure that the project planning designers have an accurate understanding of the regional background of China and the related requirements,the project planning designers shall include one member proficient in Chinese.
(5)報(bào)名的設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體應(yīng)于北京時(shí)間2024年1月23日15:00前，將完整的國際咨詢報(bào)名材料送至指定地點(diǎn)，并在信封上標(biāo)注“深圳市寶安西部中心潭頭-后亭片區(qū)城市設(shè)計(jì)國際咨詢報(bào)名材料”，報(bào)名材料應(yīng)包含內(nèi)容詳見本工作規(guī)則“4.資格預(yù)審申請文件組成”。
(5)Before 15:00 on January 23,2024 Beijing Time,the applying design agency or consortium shall submit the complete application materials for this international consultation to the designated place,indicating on the envelope“Application Materials for International Consultation on Urban Design for Tantou-Houting Area of Shenzhen Bao’an Western Center”.Refer to“4.Composition of Pre-qualification Application Documents”of the Working Rules for the content of application materials.
(6)申請單位需于2024年1月23日15:00前登錄網(wǎng)址或掃描二維碼，登錄并登記報(bào)名信息，請準(zhǔn)確填寫報(bào)名信息（內(nèi)容須與提交的資格預(yù)審申請文件一致）。

本次國際咨詢采用“公開報(bào)名”的方式，分為“報(bào)名及資格預(yù)審”、“城市設(shè)計(jì)”、“確定優(yōu)選單位”三個(gè)工作階段。
“Open tender”is adopted for this international consultation，This international consultation is divided into three phases:Application and Pre-qualification Stage,Urban Design Stage,and Determination of Selected Agency Stage.
第一階段—報(bào)名及資格預(yù)審：資格預(yù)審委員會(huì)對報(bào)名單位的業(yè)績和經(jīng)驗(yàn)、擬投入項(xiàng)目的團(tuán)隊(duì)成員及經(jīng)驗(yàn)、公司資格、行業(yè)聲譽(yù)等資格預(yù)審文件（詳見4.資格預(yù)審申請文件組成）進(jìn)行綜合評審，使用記名投票的方法，評選出4家入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)入第二階段－城市設(shè)計(jì)階段。同時(shí)再評選出2家備選設(shè)計(jì)機(jī)構(gòu)（須排序），如有入圍的設(shè)計(jì)機(jī)構(gòu)退出，則備選設(shè)計(jì)機(jī)構(gòu)依序替補(bǔ)。
Stage I-Application and Pre-qualification Stage:The pre-qualification jury will perform comprehensive reviews on the application agency’s pre-qualification application documents,including its achievements and experience,proposed project team members and experience,company qualification,and industry reputation(See 4.Composition of Pre-qualification Application Documents for details).It will select the top four shortlisted agencies to enter Stage II-Urban Design Stage through open ballot and meanwhile select two alternative agencies(ranked)that will replace any shortlisted design agency withdrawn from the consultation in sequence.
第二階段—城市設(shè)計(jì)：4家入圍設(shè)計(jì)機(jī)構(gòu)提交符合設(shè)計(jì)任務(wù)書要求的成果文件。方案評審委員會(huì)對提交的城市設(shè)計(jì)方案進(jìn)行評審，評選出前二名優(yōu)勝單位。方案評審委員會(huì)提出對前二名優(yōu)勝單位的評審意見，并推薦給主辦方。
Stage II-Urban Design Stage:Four shortlisted design agencies shall submit the deliverables meeting the requirements of the Design Brief.The scheme review jury will review the submitted urban design scheme to select the top two winning agencies.The jury will give review opinions on the top two winning agencies and recommend them to the Host.
第三階段—確定優(yōu)選單位：主辦方在充分尊重評審專家意見的基礎(chǔ)上確定前二名方案的排序。
Stage III-Determination of Selected Agency Stage:On the basis of full respect on the opinions of review experts,the Host determines the ranking of the top two schemes.
一等獎(jiǎng)（1名）將獲得獎(jiǎng)金350萬元人民幣（含深化費(fèi)用）。
First-prize winner(1)will be given a bonus of RMB 3.5 million(including development fee).
二等獎(jiǎng)（1名）將獲得獎(jiǎng)金180萬元人民幣（含深化配合費(fèi)用）。
Second-prize winner(1)will be given a bonus of RMB 1.8 million(including development cooperation fee).
三等獎(jiǎng)（2名）將分別獲得獎(jiǎng)金120萬元人民幣。
Third-prize winners(2)will be given a bonus of RMB 1.2 million respectively.
