寧波樞紐南片區(qū)發(fā)展策劃及核心區(qū)城市設(shè)計國際方案征集公告
為將寧波樞紐南片區(qū)建設(shè)成為中國式現(xiàn)代化新區(qū)典范，塑造核心形象、提升城市品質(zhì)，寧波西樞紐南區(qū)建設(shè)開發(fā)有限公司作為方案征集單位，現(xiàn)舉辦“寧波樞紐南片區(qū)發(fā)展策劃及核心區(qū)城市設(shè)計國際方案征集”活動，公開邀請國內(nèi)外富有創(chuàng)新精神和設(shè)計經(jīng)驗的設(shè)計機構(gòu)前來申請應征，在此發(fā)布征集公告。

《征集目的》
《項目背景》（Project Background）
寧波位于我國東海之濱，是國家計劃單列市、國家歷史文化名城。寧波是典型的江南水鄉(xiāng)兼海港城市，是中國大運河南端出海口、“海上絲綢之路”東方始發(fā)港。寧波是長江三角洲南翼經(jīng)濟中心，2023年全市實現(xiàn)地區(qū)生產(chǎn)總值（GDP）16452.8億元，按不變價格計算，比上年增長5.5%，三次產(chǎn)業(yè)比例為2.3：45.8：51.9。
Ningbo,situated along the eastern coast of the East China Sea,is a national planned single listed city and a national historical and cultural city.Embraced by its typical canal town and seaport features,Ningbo holds a pivotal position as the southern gateway to the China Grand Canal and the historical departure point of the'Maritime silk Road'in the east.As the economic nucleus of the southern wing within the Yangtze River Delta，Ningbo reported a robust GDP of 1645.28 billion yuan in 2023.Calculated at constant price,it has increased by 5.5%compared to the previous year,and the proportion of primary sector,secondary sector and tertiary sector is 2.3:45.8:51.9.
寧波樞紐是市委、市政府著眼服務(wù)“國之大者”、扛起歷史使命做出的重大部署，是寧波融入長三角一體化、唱好杭甬“雙城記”、鍛造硬核力量、建設(shè)現(xiàn)代化濱海大都市的先手棋，是助力“打造一流城市、躋身第一方陣”的世紀工程，對推動市域空間重構(gòu)、功能重整、品質(zhì)重塑具有重要而深遠意義。規(guī)劃2035年寧波樞紐年實現(xiàn)鐵路旅客到發(fā)量4800萬人次、航空旅客吞吐量4500萬人次、貨郵吞吐量100萬噸，樞紐片區(qū)有效承擔寧波城市會客廳功能；2050年，年實現(xiàn)鐵路旅客到發(fā)量1.5億人次、航空旅客吞吐量7000萬人次、貨運吞吐量300萬噸，樞紐片區(qū)全面建成創(chuàng)新引領(lǐng)、幸福和諧、綠色低碳、人文活力的濱海都市新城區(qū)。
The Ningbo Hub is a significant initiative spearheaded by the Ningbo Municipal Party Committee and the Ningbo Municipal Government,which focuses on serving the overall interests of the country and shoulders the historical mission.It is a priority move for Ningbo to integrate into the Yangtze River Delta integration,promote the‘twin cities’development of Hangzhou and Ningbo,forge core strength,and build a modern coastal metropolis.It is also a century-long project that helps‘create a top-tier city and rank among the first echelon’.It is of great and far-reaching significance for promoting the urban space reconstruction,functions reorganization,and the quality reshaping.The plan for the Ningbo hub aims to achieve the following goals by 2035:48 million railway passenger arrivals and departures,45 million air passenger throughput,and 1 million tons of cargo and mail throughput annually.The hub area will effectively fulfill the function of Ningbo's urban reception hall.By 2050,the annual railway passenger arrivals and departures are expected to reach 150 million,the air passenger throughput to reach 70 million,and the cargo throughput to reach 3 million tons.The hub area will be fully developed into a new coastal urban district that is innovative,blissful and harmonious,green and low-carbon,as well as culturally vibrant.
寧波樞紐南片區(qū)為寧波樞紐綜合交通中心的站前區(qū)域，也是奉化江、鄞江、剡江三江交匯的濱江區(qū)域，是寧波樞紐發(fā)展建設(shè)的先行啟動區(qū)。把握寧波樞紐帶來的區(qū)域發(fā)展機遇，寧波樞紐南片區(qū)匯集國際會展、企業(yè)總部、商務(wù)商業(yè)、時尚消費、文化休閑等功能，建設(shè)國際創(chuàng)新的首站服務(wù)區(qū)。通過注重站城融合、開放包容、以人為本、智慧共享，傳遞寧波第一印象的國際城市會客廳的特點，打造并引領(lǐng)寧波城市建設(shè)3.0時代樣本工程。
The southern area of the Ningbo hub serves as the pre-station region of the comprehensive transportation center of the Ningbo hub.It is also a riverside area where the Fenghua River,Yinjiang River,and Shanjiang River converge,and is the first starting area of the Ningbo hub.Taking the regional development opportunities brought by the Ningbo hub,the southern area will gather various functions such as international exhibitions,corporate headquarters,business and commerce,fashion,cultural leisure,etc.,and build a first-stop service area for international innovation.It shall be designed with the concept of hub-city integration,openness and inclusiveness,people-oriented and smart sharing.It will also convey the characteristics of Ningbo's international urban reception hall as the first impression,and create and lead the 3.0 era model project for Ningbo's urban development.
為實現(xiàn)戰(zhàn)略目標、培育和發(fā)展低空經(jīng)濟等新質(zhì)生產(chǎn)力、塑造樞紐門戶新形象、提升未來城市新品質(zhì)，現(xiàn)就寧波樞紐南片區(qū)向全球公開征集有國際化視野、前瞻性思維、創(chuàng)新性的發(fā)展策劃和城市設(shè)計，指導片區(qū)高質(zhì)量建設(shè)。
To achieve strategic goals,cultivate and develop new quality productive forces such as low-altitude economy,shape a new image of the hub gateway,and enhance the new quality of future cities,it is now calling for international-minded,forward-thinking,and innovative development planning and urban design for the southern area of Ningbo hub to guide its high-quality development.

《設(shè)計范圍》（Project Scope and Content）
1.征集內(nèi)容
1.Project Content
本次征集重點為片區(qū)發(fā)展策劃，并以此為基礎(chǔ)開展核心區(qū)總體城市設(shè)計。具體內(nèi)容包括且不限于區(qū)域總體發(fā)展定位和產(chǎn)業(yè)策劃、總體設(shè)計與規(guī)劃管控、核心功能產(chǎn)業(yè)與業(yè)態(tài)細化、重點區(qū)域空間與建筑形態(tài)塑造、提供城市交通一體化解決方案，提供城市街巷與開放空間設(shè)計方案等內(nèi)容。城市設(shè)計成果要求適配片區(qū)整體開發(fā)模式，主要用于控規(guī)實施與細化分解，要求明確城市設(shè)計導則等精細化城市規(guī)劃管控方案，并為重要的城市地標、景群提供建筑概念意向方案。
The proposal shall focus on the sector development planning and the core areas’urban design,specifically covering but not limited to the overall development positioning and industrial planning for the region,overall design and planning control,refinement of core functional industries and business formats,shape of spatial and architectural forms in key areas,provide solutions for integrated urban transportation,and present design plans for urban streets and open spaces.The urban design deliverables are required to be compatible with the overall development model,which is used for the implementation and refinement of the controlling plan.Detailed urban planning control plans such as urban design guidelines are required,and conceptual architectural proposals for important urban landmarks and scenic clusters should also be provided.
2.規(guī)劃范圍：東至機場路、東江，南至方橋高壓走廊，西至前虞村、孫王村、王家橋村、沙港村村界、潘沙路，北至規(guī)劃通港大道，用地面積約39.9平方公里。
2.The planning scope extends east to Jichang Road and Dongjiang River,south to Fangqiao High-Voltage Corridor,west to the village boundary of Qianyu Village,Sunwang Village,Wangjiaqiao Village,Shagang Village,and Pansha Road,and north to the planned Tonggang Avenue,covering an area of approximately 39.9 km2.
3.核心區(qū)城市設(shè)計范圍：東至車何渡村、胡家渡村界，南至奉化江，西至規(guī)劃會展大道、甬金高速，北至規(guī)劃通港大道，用地面積約12.7平方公里。
3.The urban design scope of the core area spans east to the boundary of Chehedu Village and Hujiadu Village,south to Fenghua River,west to the planned Huizhan Avenue and Yongjin Expressway,and north to the planned Tonggang Avenue,covering an area of approximately 12.7 km2.

《申請條件》（Eligibility Requirements）
1.申請人資格條件要求
1.1申請人資格要求
?。?）境內(nèi)申請人資格要求
注冊在中華人民共和國境內(nèi)的申請人須具有獨立的企業(yè)法人資格或事業(yè)單位法人資格，并持有工商行政管理部門核發(fā)的有效企業(yè)法人營業(yè)執(zhí)照或事業(yè)單位法人證書。
?。?）境外申請人資格要求
境外申請人（是指在中華人民共和國境外以及香港、澳門特別行政區(qū)和臺灣地區(qū)注冊登記的、從事建設(shè)工程設(shè)計活動的企業(yè)）具有所在國或所在地區(qū)主管部門核發(fā)的企業(yè)注冊登記證明（須提供外國企業(yè)所在國官方文字與中文譯本兩種文本）。
1.Qualification Requirements
1.1 Eligibility Requirements
(1)For domestic applicant
Applicant registered within the People's Republic of China must haveindependent enterprise legal person qualification or public institution legal person qualification,and hold valid business license of enterprise legal person or certificate of public institution legal person issued by the department of administration for industry and commerce.
(2)For overseas applicant
The overseas applicant(refers to the enterprise registered outside the People's Republic of China,Hong Kong,Macao and Taiwan,and engaged in construction engineering design activities)must have the enterprise registration certificate issued by the competent department of the country or region where the applicant is registered(the supporting documents must be provided in both Chinese and official language in applicant’s registered country or region).
1.2申請人資質(zhì)要求
本次國際方案征集不設(shè)資質(zhì)要求，采用公開報名的方式，國內(nèi)外設(shè)計機構(gòu)均可報名參加，可以單獨參加，或組成聯(lián)合體。本次征集不接受個人及個人組合報名。
1.2 Qualification Requirements
There is no qualification requirement.It is open for domestic and international design institutions,as independent applicant or consortium.Individual or groups of individuals is not accepted.
2.聯(lián)合體要求
本次方案征集接受聯(lián)合體申請。以聯(lián)合體申請的需符合以下要求：
（1）聯(lián)合體所有成員（含聯(lián)合體牽頭人）數(shù)量不超過4家，聯(lián)合體成員優(yōu)先考慮配置包含具有產(chǎn)業(yè)策劃、招商和運營、規(guī)劃、建筑設(shè)計經(jīng)驗的綜合型機構(gòu)；
?。?）聯(lián)合體各方不得再以自己名義單獨或參加其他聯(lián)合體申請本項目資格預審，否則各相關(guān)資格預審申請均無效；
?。?）聯(lián)合體牽頭人應具備境外知名大都市或境內(nèi)直轄市或省會（含副省級）城市類似項目的產(chǎn)業(yè)策劃相關(guān)經(jīng)驗；
?。?）項目負責人由聯(lián)合體牽頭人擬派。
2.Consortium Requirements
The competition accepts consortium application.For those who applies as consortium,they shall meet the following requirements:
(1)The number of members in one consortium do not exceed four.Preference is given to institutions with comprehensive majors including industrial planning,business invitation and operation,planning and architecture.
(2)No consortium member is allowed to participate in the competition again alone or in another consortium.Otherwise all the applications are invalid.
(3)The leader of consortium shall have similar industrial planning project experience in overseas well-known metropolis or domestic municipalities or provincial capital(include sub-provincial level).
(4)The project leader shall be assigned by the consortium leader.
3.申請人和擬派項目負責人業(yè)績要求
?。?）本次方案征集報名階段不設(shè)申請人和項目負責人的業(yè)績門檻要求。
（2）負責本次國際方案征集設(shè)計工作的項目負責人需參加重要節(jié)點的匯報等工作，如在本次征集過程中發(fā)現(xiàn)項目負責人與資格預審申請材料所提交的團隊人員名單不符，方案征集單位有權(quán)取消其參加資格。為了保證項目設(shè)計人員對本次國際征集背景和相關(guān)要求的準確理解，項目設(shè)計人員中應至少有一名通曉漢語的人士。
3.Experience Requirement of Applicant and Project Leader
(1)There is no minimum experience requirement for applicant or project leader.
(2)The project leader must participate in reporting and other tasks at critical point.If the project leader does not match the team member list submitted in the pre-qualification application materials,the competition organizer has the right to disqualify them.To ensure that the project designers have an accurate understanding of the background and relevant requirements,there should be at least one person in the design team who is proficient in Chinese.
4.其他要求
不同申請人的單位負責人為同一人或者互相存在控股、管理關(guān)系的，不得同時提出參征申請。
4.Other Requirements
Application is not accepted if different applicants have the same person who is in charge or have a shareholding or management relationship with each other.

《征集方式》
《征集程序》（Competition Rules）
本項目采用公開征集的方式。
1.第一階段：報名及資格預審（N進15）
?。?）資格預審報名及提交資格預審申請文件時間按照本征集公告第五條“征集日程”執(zhí)行。
?。?）由方案征集單位組建資格預審評審委員會，對申請人所提交的有效資格預審申請文件進行評審，并根據(jù)各評委專家得分匯總后的平均分高低順序，以不排序方式推薦不超過15家申請人作為入圍申請人（同時選出兩家有排序的備選申請人，如有入圍申請人退出參征，則由備選申請人依序替補）。
?。?）代理單位向入圍申請人發(fā)送正式的征集文件。入圍申請人（即“參征人”）需按時遞交《參征確認函》和參征保證金（如有）。
2.第二階段：方案設(shè)計及優(yōu)選方案確定（15進8）
?。?）參征人提交符合概念方案征集任務(wù)書要求的參征設(shè)計成果。
（2）方案征集單位將組建評審委員會，經(jīng)評審以不排序方式推薦8家優(yōu)選方案參征人。
3.第三階段：方案深化及候選方案確定（8進3）
?。?）8家優(yōu)選方案參征人根據(jù)專家意見優(yōu)化并深化方案，并提交深化方案。
?。?）方案征集單位將組建評審委員會，經(jīng)評審以不排序方式推薦3家候選方案參征人。
4.第四階段：方案優(yōu)化及中選方案確定（3進1）
?。?）3家候選方案參征人根據(jù)評審委員會及相關(guān)部門的意見與建議，完成方案優(yōu)化。
?。?）方案征集單位將組建評審委員會，對3家候選方案的優(yōu)化方案進行評審，并提供評審意見。
?。?）3家候選方案參征人提交最終成果。
（4）方案征集單位按程序確定中選方案參征人，中選方案參征人根據(jù)方案征集單位意見與建議，繼續(xù)完成方案深化。
資格預審入圍申請人數(shù)量和各階段參征人數(shù)量可根據(jù)報名申請人數(shù)量和各階段參征人提交成果質(zhì)量變化。
The competition is open to the all design institutions.
Phase I:Registration and Prequalification Evaluation(N to 15)
(1)The registration and submission follows timelines in Section V.Schedule.
(2)It will select the top 15 shortlisted applicants by the prequalification evaluation committee and two alternative applicants(with ranking)that will replace in order any of the 15 shortlisted applicants that quits.
(3)Formal competition documents will be shared to the 15 shortlisted design applicants,who shall submit the Participation Confirmation Letter and Participation Security(if applicable)on time.
Phase II.Deliverables Preparation and Eight Preferred Agencies Selection(15 to 8)
(1)The shortlisted applicants submit the deliverables meeting the requirements of the Design Assignment.
(2)It will select the top eight preferred agencies(without ranking)by evaluation committee organized by the Host and confirmed by the Host.
Phase III.Deliverables Improvement and Top Three Winners Selection(8 to 3)
(1)The eight preferred agencies submit the improved deliverables as suggested.
(2)It will select the top three winners(without ranking)by evaluation committee organized by the Host and confirmed by the Host.
Phase IV.Design Improvement and Final Winner Selection
(1)The top three winners will improve and submit their designs as per evaluation committee and relevant departments.
(2)These three designs will be commented by evaluation committee.
(3)The top three winners will submit final designs.
(4)The Host will select the final winner,who will continuously improve its design as further advices from the Host.
The quantity of shortlisted applicants and agencies/winners may be different as the quality of submitted deliverables.

《征集費用》
《補償費用》（Bonus）
經(jīng)專家評審，符合概念方案征集任務(wù)書要求的各參征人依據(jù)其排名將獲得如下費用：
1.中選方案參征人：獲得設(shè)計補償費和深化費人民幣950萬元（含稅）；
2.第二名和第三名參征人：分別獲得設(shè)計補償費人民幣500萬元（含稅）；
3.第四名至第八名參征人：分別獲得設(shè)計補償費人民幣80萬元（含稅）；
4.第九名至第十五名參征人：分別獲得設(shè)計補償費人民幣30萬元（含稅）。
若經(jīng)專家評審，參征設(shè)計成果未達到本次設(shè)計成果深度要求的，方案征集單位將按征集文件有關(guān)規(guī)定扣減設(shè)計補償費。
各參征人需按照寧波市陽光采購服務(wù)平臺（http://ygcg.nbcqjy.org/）平臺動態(tài)公示的收費標準繳納系統(tǒng)使用費。
Each shortlisted agency whose deliverables meeting the requirements after evaluation will receive the following bonus according to their ranking:
1.The first winner awards RMB 9.5 million RMB(incl GST);
2.The second and third winners each awards 5 million RMB(incl GST);
3.The fourth to eighth agencies each awards 0.8 million RMB(incl GST);
4.The nineth to fifteenth agencies each awards 0.3 million RMB(incl GST)。
If the review committee considers that the deliverables submitted by the design agency can't meet the depth and requirements,the Host will deduct the bonus as the competition document specified.
Each participant needs to pay system usage fees based on the Ningbo Sunshine Purchasing Service Platform（http://ygcg.nbcqjy.org/）dynamically publicized charging standards.
