前兩屆賽事交出硬核答卷。賽事吸引了1966支團隊來自清華、北大、浙大等海內(nèi)外高校，孵化68個落地項目。賽事?lián)碛兄鴩壹壻Y源平臺——新華社全域傳播矩陣+大學智庫支持，讓好項目直通政策高地。
The previous two editions of the event delivered impressive results.The competition attracted 1966 teams from top universities at home and abroad,including Tsinghua University,Peking University,and Zhejiang University,and incubated 68 practical projects.The event boasts a national-level resource platform—Xinhua News Agency's full-domain communication matrix combined with academic think tank support,ensuring that outstanding projects gain direct access to policy support.

Award Settings and Policy Guarantees
科技創(chuàng)新團隊可享受“兩山夢想基金”和“兩山”人才創(chuàng)業(yè)基金政策，根據(jù)項目等次，提供不同等級額度支持；創(chuàng)意團隊獲獎后立即支付獎金；創(chuàng)業(yè)團隊獎金在項目注冊落地后分期支付（注冊落地后立即支付獎金，帶動就業(yè)人數(shù)達到要求后支付配套獎金）。
Science and technology innovation teams can enjoy the policies of the"Two Mountains Dream Fund"and the"Two Mountains"Talent Entrepreneurship Fund.Different levels of support will be provided based on the project grade.The creative team will pay the bonus immediately after winning the award.The bonus for the entrepreneurial team will be paid in installments after the project is registered and implemented(the bonus will be paid immediately after registration and implementation,and the matching bonus will be paid when the number of jobs created meets the requirements).

（1）創(chuàng)新賽道項目：可享受安吉縣“兩山夢想基金”和“兩山”人才創(chuàng)業(yè)基金政策支持，可申請免擔保免息最高300萬元的人才創(chuàng)業(yè)貸。
?。?）創(chuàng)業(yè)賽道項目：可享受《安吉縣支持青年入鄉(xiāng)發(fā)展就業(yè)創(chuàng)業(yè)政策》，來安創(chuàng)業(yè)可享受場地租金補貼、創(chuàng)業(yè)帶動就業(yè)補貼、創(chuàng)業(yè)擔保貸款補貼等政策；可申請免擔保免息最高100萬元的青年入鄉(xiāng)創(chuàng)業(yè)貸；設立“三創(chuàng)大賽”優(yōu)質(zhì)項目獎勵資金池，若項目落地一年內(nèi)被評為安吉縣標志性青創(chuàng)項目，可給予創(chuàng)業(yè)團隊5萬元額外資金獎勵。

1.Policies for award-winning teams
(1)Innovation Track Project:It can enjoy the policy support of Anji County's"Two Mountains Dream Fund"and"Two Mountains"Talent Entrepreneurship Fund,and apply for a talent entrepreneurship loan of up to 3 million yuan without guarantee or interest.
(2)Entrepreneurship track projects:They can enjoy the"Anji County Policies for Supporting Youth to Develop,Employment and Entrepreneurship in Rural Areas".Those who come to Anji to start a business can enjoy policies such as venue rent subsidies,employment promotion subsidies for entrepreneurship,and guaranteed loan subsidies for entrepreneurship.You can apply for a youth rural entrepreneurship loan that is guaranteed and interest-free,with a maximum of 1 million yuan.Establish a high-quality project reward fund pool for the"Three Creations Competition".If a project is recognized as a landmark youth innovation project in Anji County within one year of its implementation,an additional 50,000 yuan in funds will be given to the entrepreneurial team.
（3）For the creative track projects,rewards ranging from 0.1 million yuan to 1 million yuan will be given based on the winning grades.

Guarantee of research funds
調(diào)研經(jīng)費保障。為鼓勵參賽團隊深入開展實地調(diào)研，發(fā)放參賽團隊入村調(diào)研補貼，創(chuàng)業(yè)團隊最高發(fā)放7000元，創(chuàng)意團隊最高發(fā)放2000元，費用包含交通費、住宿費、餐飲費等，根據(jù)團隊提供票據(jù)實報實銷。
Subsidies will be provided for village research activities to encourage participating teams to conduct in-depth field research.Entrepreneurial teams can receive up to 7,000 RMB,while creative teams can receive up to 2,000 RMB.These funds cover transportation,accommodation,meals,and other related expenses,and they will be reimbursed based on the actual receipts provided by the teams.

大賽采用初賽、復賽、決賽三級賽制，賽事評審由競賽委員會和主承辦單位共同組織實施，遴選一批優(yōu)秀項目并予以政策支持和激勵。
The competition adopts a three-level system of preliminary round,semi-final and final.The competition review is jointly organized and implemented by the competition committee and the main and co-organizers,and a number of outstanding projects will be selected and provided with policy support and incentives.
以“兩山”未來科技城為主平臺，輻射帶動青云匯、科創(chuàng)園等縣級平臺和生命健康產(chǎn)業(yè)園、兩山高新產(chǎn)業(yè)園等區(qū)鎮(zhèn)平臺，重點聚焦生命健康、電子信息、新材料、數(shù)字經(jīng)濟、人工智能等產(chǎn)業(yè)，切實招引一批硬核科技人才項目落地安吉。
Taking the"Two Mountains"Future Science and Technology City as the main platform,it will radiate and drive county-level platforms such as Qingyunhui and the Science and Technology Innovation Park,as well as district-level platforms such as the Life and Health Industrial Park and the Two Mountains High-tech Industrial Park.It will focus on industries such as life and health,electronic information,new materials,digital economy,and artificial intelligence,and effectively attract a batch of hardcore scientific and technological talent projects to settle in Anji.

以安吉縣為賽區(qū)，賽題分成兩個版塊，“兩山”未來科技城瞄準跨境電商、短視頻制作、動漫設計、直播帶貨等熱門領域，青年入鄉(xiāng)百人村圍繞農(nóng)村閑置資產(chǎn)盤活、空間改造及運營、農(nóng)文旅業(yè)態(tài)培育及運營等方面，通過兩大平臺版塊出題、創(chuàng)業(yè)青年代表答題的方式，導入一批集聚大學生的青創(chuàng)項目賦能萬人城建設，招引一批具有競爭力的業(yè)態(tài)項目賦能百人村建設。

參賽條件：
Eligibility Criteria:
1）2025年新招引青創(chuàng)類項目和科技人才類項目，或本屆大賽報名截止日期前尚未在安吉注冊成立企業(yè)的團隊。

（4）已落地或計劃賽后6個月內(nèi)來安吉創(chuàng)業(yè)。

以鄉(xiāng)村振興為主線，賽題重點聚焦鄉(xiāng)村文創(chuàng)設計類、鄉(xiāng)村規(guī)劃設計類、鄉(xiāng)村人文公益類等標志性領域，由安吉縣國企、鄉(xiāng)鎮(zhèn)（街道）和部門根據(jù)發(fā)展需要科學出題，參賽對象圍繞賽題進行精準合作和創(chuàng)意答題。
With rural revitalization as the main thread,the competition topics focus on key areas such as rural cultural and creative design,rural planning and design,and rural humanistic public welfare.The questions are scientifically set by state-owned enterprises,towns(sub-districts),and departments in Anji County based on their development needs.The participants conduct precise cooperation and creative answers around the competition topics.

從創(chuàng)意到落地
注意事項
1.參賽者應全面了解本次大賽規(guī)則。凡提交參賽作品者，視同已全面了解并接受大賽規(guī)則，自愿受其約束。
Participants must fully understand the rules of this competition.By submitting an entry,participants are deemed to have fully understood and accepted the competition rules and agree to be bound by them.
2.參賽團隊入圍復賽后，中途不得無故退賽。
Once a team advances to the semi-finals,they may not withdraw from the competition without a valid reason.
3.鼓勵各團隊通過抖音、小紅書等平臺發(fā)布參賽信息，宣傳效果納入賽事評分體系，特別對轉(zhuǎn)載量高、宣傳效果佳的予以加分。
Teams are encouraged to share competition-related information on platforms such as TikTok and Red Note.The effectiveness of their promotional efforts will be incorporated into the competition scoring system,with additional points awarded for high reposts and outstanding promotional results.
4.參賽團隊因涉及駐村調(diào)研及指導施工，需注意安全事項。駐村期間嚴格參照安全條例執(zhí)行，各團隊需由團隊負責人帶隊全員駐村，各賽點村相關負責人為各團隊指定全程對接人。參賽學生需購買調(diào)研安全保險。
The participating teams should pay attention to safety matters as they are involved in village research and construction guidance.During the village stay period,strictly follow the safety regulations.Each team must be led by a team leader with all members stationed in the village.The relevant person in charge of each competition site village shall designate the person in charge of the entire process for each team.Participating students are required to purchase research safety insurance.
5.所有參賽作品應為原創(chuàng)設計，因作品帶來的知識產(chǎn)權(quán)糾紛由參賽者自行承擔。如有剽竊、抄襲等違規(guī)現(xiàn)象，經(jīng)核實后，酌情降級或取消競賽資格，參賽者需退還已發(fā)放的全部項目調(diào)研補貼和獎金。
All submitted works must be original designs.Any intellectual property disputes arising from the works shall be the sole responsibility of the participants.In cases of plagiarism,copying,or other violations,verified instances will result in downgrading or disqualification from the competition,and participants must return all research subsidies and prize money already disbursed.
6.參賽者對上述各項承諾均無任何異議，參賽者僅保留參賽作品的署名權(quán)，對著作權(quán)中的其他財產(chǎn)權(quán)以及參賽作品、設計成果所產(chǎn)生的知識產(chǎn)權(quán)歸屬于承辦單位，所有參賽作品均不歸還。

創(chuàng)意賽道需提交策劃書和設計方案。創(chuàng)業(yè)賽道需提交須提交商業(yè)計劃書，對市場調(diào)研、創(chuàng)業(yè)構(gòu)想、項目發(fā)展等詳細介紹；文件規(guī)格：須提交作品電子版Word和PDF格式文件，不超過40頁，不大于200 MB；如有音視頻文件須一并提交。總文件大小不超過1G。復賽和決賽提交材料另行通知。
