International Solicitation for Urban Design of the Center Area of Western China(Chongqing)Science City is now open for pre-qualification!Design teams from home and abroad are welcome to participate.
01
項(xiàng)目背景Project Background
2020年1月，習(xí)近平總書記在中央財(cái)經(jīng)委員會(huì)第六次會(huì)議發(fā)表重要講話，專題部署成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，要求兩地以“一城多園”模式合作共建西部科學(xué)城。
In January 2020,Xi Jinping,General Secretary of the CPC Central Committee,gave an important speech at the Sixth Session of the Central Committee for Financial and Economic Affairs,making special deployment for the construction of Chengdu-Chongqing Economic Circle and requiring the two cities to build a science city in Western China in the mode of“One City,Multiple Industrial Parks”.
2021年10月，中共中央、國務(wù)院印發(fā)了《成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)規(guī)劃綱要》，明確提出“高標(biāo)準(zhǔn)建設(shè)西部（重慶）科學(xué)城”。
In October 2021,the CPC Central Committee and the State Council issued the Master Plan for the Construction of Chengdu-Chongqing Economic Circle,which made it clear that Western China(Chongqing)Science City should be built with high standard.
為深入貫徹習(xí)近平總書記重要講話精神，認(rèn)真落實(shí)重慶市第六次黨代會(huì)“深入推動(dòng)創(chuàng)新發(fā)展，加快打造具有全國影響力的科創(chuàng)中心”部署，加強(qiáng)高能級(jí)科創(chuàng)平臺(tái)建設(shè)，高水平建設(shè)西部（重慶）科學(xué)城，聚焦科學(xué)主題“鑄魂”，面向未來發(fā)展“筑城”，聯(lián)動(dòng)全域創(chuàng)新“賦能”，推動(dòng)科產(chǎn)城協(xié)同發(fā)展，打造“科學(xué)家的家，創(chuàng)業(yè)者的城”，西部（重慶）科學(xué)城管理委員會(huì)特舉辦西部（重慶）科學(xué)城城市中心城市設(shè)計(jì)方案國際征集。
To further carry out the spirit of General Secretary Xi's important keynote speech,and implement the deployment of the Sixth Chongqing Municipal Congress of CPC Representatives for"further promoting the innovative development,speeding up forging a sci-tech innovation center with national influence",actions shall be taken to strengthen the development of high-level sci-tech innovation platform,construct Western China(Chongqing)Science City with high quality,and the construction shall focus on the scientific theme of"casting the soul","building the city"for the future,"empowering"holistic innovation,promoting coordinated development from comprehensive facets of“science,industry and city”,creating"a home for scientists and a city for entrepreneurs".The Management Committee of Western China(Chongqing)Science City is organizing the International Solicitation for Urban Design of the Center Area of Western China(Chongqing)Science City.
本次征集旨在面向全球征集最具創(chuàng)意、最能體現(xiàn)西部（重慶）科學(xué)城特色、又具實(shí)操性的城市設(shè)計(jì)方案，將科學(xué)城中心建設(shè)成為面向未來的科技創(chuàng)新中心、高質(zhì)量發(fā)展新引擎、未來城市新樣板。同時(shí)考慮科學(xué)城城市中心現(xiàn)階段用地特征，強(qiáng)化高水平精細(xì)化的空間管控，為詳細(xì)規(guī)劃和近期開發(fā)建設(shè)提供指引。
The solicitation aims to collect the most creative and operable urban design scheme that can best reflect the characteristics of Western China(Chongqing)Science City from all over the world.The center area of the Science City is expected to be built towards a future-oriented sci-tech innovation center,a new high-quality engine and a new model for future cities.In addition,considering the current land use of the center area of Science City,the high-level and refined spatial control should be strengthened to provide guidance for detailed planning and development and construction in the near term.

The overall positioning of Western China(Chongqing)Science City is"a city of science,a highland of innovation",whereby the Science City is to be planned and constructed as the core area of sci-tech innovation center with national influence,the comprehensive national science center leading regional innovative development,the new engine for high-quality development facilitating the construction of Chengdu-Chongqing Economic Circle,the reform pilot area for global innovation network linkage,and the high-quality residential area supporting harmonious coexistence between human and nature.

The center area of Western China(Chongqing)Science City is the central core area of the Science City,where,under the concept of leading by the scientific and technological innovation,it will be formed into"a scientific and technological R&D center,a science communication center,a technology financial center,and a business center",to make it a poetic habitat clustering innovative elements,optimizing innovation-based ecology,and harmonious coexistence between human and nature,and a power train driving the high-quality development of the Science City.

科學(xué)城城市中心位于成渝雙城經(jīng)濟(jì)圈發(fā)展主軸上，地處重慶中心城區(qū)西部槽谷，東銜中梁山、西攬縉云山，城市與中部山水綠廊相融相生，山水林田湖草渾然一體（詳見圖2）。
The center area of the Science City is located in the trough valley in the west of the central urban area of Chongqing,where it adjoins Zhongliang Mountain in the east and Jinyun Mountain in the west.The Science City blends in harmony with the landscape and green corridor in the central region,where mountains,waters,forests,crop fields,lakes and grassland are integrated into one to perfection(See Fig.2).
本次城市設(shè)計(jì)方案國際征集研究范圍東至中梁山、西抵縉云山（重慶繞城高速），北擁科學(xué)公園，南臨成渝高速，總面積約56平方公里，研究范圍作為城市設(shè)計(jì)內(nèi)容需考慮的區(qū)域，城市設(shè)計(jì)方案不作要求。
The research area of this international solicitation for urban design scheme ranges from Zhongliang Mountain in the east,Jinyun Mountain in the west(Chongqing Ring Expressway),Science Park in the north and Chengdu-Chongqing Expressway in the south,with a total area of about 56 square kilometers.The research area is for consideration only.
設(shè)計(jì)范圍西至重慶繞城高速、北接科學(xué)公園、南臨成渝高速，包含金鳳城市中心、智匯客廳、金鳳生態(tài)公園等，總面積約19.7平方公里（詳見圖3）。
The design scope extends to Chongqing Ring Expressway in the west,Science Park in the north,Chengdu-Chongqing Expressway in the south,including the Jinfeng City Center,Wisdom Parlor,Jinfeng Eco-Park and so on,with a total area of 19.7 square kilometers(See Fig.3).

設(shè)計(jì)內(nèi)容Design Work
本次城市設(shè)計(jì)方案應(yīng)從目標(biāo)愿景、功能業(yè)態(tài)、空間形態(tài)、建筑風(fēng)貌、場景設(shè)計(jì)、景觀系統(tǒng)、公共空間、綜合交通、地下空間、建設(shè)時(shí)序建議等方面進(jìn)行統(tǒng)籌考慮，聚焦科技研發(fā)、科學(xué)交往、科技金融、商業(yè)服務(wù)等功能，提出面向未來、兼具創(chuàng)新性和可操作性的城市設(shè)計(jì)方案。
The international solicitation for urban design scheme shall have overall consideration on target vision,functional zoning,spatial form,architectural style,scenario design,landscape system,public space,integrated traffic,underground space,construction sequence suggestion and so on,focusing on sci-tech R&D,scientific exchange,sci-tech finance,commercial service and other functions.The urban design shall put forward future-oriented urban design schemes with both innovative and operable features.

征集規(guī)則Solicitation Rules
本次城市設(shè)計(jì)采取公開征集的方式，第一階段為資格預(yù)審階段；第二階段為方案設(shè)計(jì)階段；第三階段為綜合審定階段。
The solicitation adopts the method of open solicitation with three stages,namely pre-qualification,schematic design and comprehensive review and approval.
資格預(yù)審階段
Pre-qualification
資格預(yù)審評委會(huì)將對參賽申請人的概念提案（明標(biāo)）及企業(yè)資信文件進(jìn)行綜合評審。擇優(yōu)選定5個(gè)無排序的入圍團(tuán)隊(duì)及2個(gè)有排序的備選團(tuán)隊(duì)。
The Pre-qualification Review Committee will comprehensively review the application materials such as the concept proposals(open review),and credit documents of applicants(consortium).5 unranked shortlisted teams and 2 ranked alternative teams will be selected.
方案設(shè)計(jì)階段
Schematic Design
入圍團(tuán)隊(duì)按相關(guān)規(guī)定及設(shè)計(jì)任務(wù)書要求，提交城市設(shè)計(jì)方案成果文件（暗標(biāo)）。方案評審委員會(huì)將擇優(yōu)選定2個(gè)無排序的優(yōu)勝候選團(tuán)隊(duì)，其余3個(gè)團(tuán)隊(duì)為優(yōu)秀獎(jiǎng)獲得者。
The shortlisted teams will submit the urban design deliverables in compliance with relevant regulations and requirements.2 unranked winning candidates will be determined in this stage.The other 3 applicants will be granted the Excellence Award.
綜合審定階段
Comprehensive Review and Approval
指導(dǎo)單位/主辦單位/承辦單位及主管部門對方案評審委員會(huì)推薦的結(jié)果進(jìn)行最終審定。確定本次方案征集的一等獎(jiǎng)（1名）、二等獎(jiǎng)（1名）。綜合審定后的一等獎(jiǎng)為中選方案。
The Supervisor/Host/Organizers and the local authority will conduct final review and approval upon the schemes recommended by the Scheme Review Committee,and will determine one First Prize Winner,one Second Prize Winner.

獎(jiǎng)金及整合深化工作費(fèi)用BONUS&DEVELOPMENT FEE
資格預(yù)審入圍團(tuán)隊(duì)，其設(shè)計(jì)成果經(jīng)方案評審委員會(huì)及指導(dǎo)單位/主辦單位/承辦單位認(rèn)定為滿足本次方案征集設(shè)計(jì)要求的，將獲得獎(jiǎng)金如下：
For each shortlisted applicant(consortium),if the deliverables are determined by the Supervisor/Host/Organizers as reaching the standards of the solicitation,the corresponding bonus will be paid as follows:
一等獎(jiǎng)1名，將獲得獎(jiǎng)金300萬元人民幣（含稅）及整合深化合同（300萬元人民幣，含稅）。
二等獎(jiǎng)1名，將獲得獎(jiǎng)金150萬元人民幣（含稅）。
優(yōu)秀獎(jiǎng)3名，將分別獲得獎(jiǎng)金80萬元人民幣（含稅）。
1 First Prize Winner,award of RMB 3,000,000(tax inclusive),and contract for design development(RMB 3,000,000,tax inclusive).
1 Second Prize Winner,award of RMB 1,500,000(tax inclusive).
3 Excellence Awards,each awarded with RMB 800,000(tax inclusive).
備注：獲得一等獎(jiǎng)的參賽申請人（聯(lián)合體）將作為主要設(shè)計(jì)單位進(jìn)行后續(xù)城市設(shè)計(jì)方案整合工作，須吸收各方案亮點(diǎn)與專家評審意見，并結(jié)合現(xiàn)實(shí)情況與限制性條件，形成匯聚多方智慧、面向?qū)嵤┎僮鞯某鞘性O(shè)計(jì)成果。
Note:The First Prize Winner(inlcuding consortium members)shall absorb the highlights of each design scheme and review comments from the Scheme Review Committee,and consider the practical situation and restrictive conditions to form the urban design results that gather the wisdom of various parties and are oriented to implementation.

報(bào)名要求Application Requirements
1.參賽申請人須是國內(nèi)外合法注冊的獨(dú)立法人企業(yè)或機(jī)構(gòu)；法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人、母公司、全資子公司及其控股公司，視為同一申請人，不可同時(shí)報(bào)名。
Applicants shall be corporate enterprises or institutions legally registered at home or abroad.Two or more legal entities,parent companies,wholly-owned subsidiaries and their holding companies with the same person acting as legal representative are regarded as the same applicant who shall not apply for the same project at the same time.
2.不接受個(gè)人或個(gè)人組合的報(bào)名。
Individual or team of individuals are not accepted.
3.報(bào)名不設(shè)資質(zhì)要求。
There is no qualification requirement for application.
4.接受聯(lián)合體參賽，聯(lián)合體成員數(shù)量不超過3家。聯(lián)合體各方需簽署具有法律效力的《聯(lián)合體協(xié)議》，并明確牽頭單位、各方工作內(nèi)容及工作量分配等。聯(lián)合體各方不得再單獨(dú)或以其他名義與其他企業(yè)或機(jī)構(gòu)組成其他聯(lián)合體報(bào)名。
Consortium with no more than 3 members is accepted.Consortium members shall sign the Consortium Agreement legally and specify the leading member and work distribution.Each member in the consortium shall not apply for the solicitation alone or join another consortium in other names with other enterprises or institutions.
5.考慮到新冠疫情對國際航班等的影響，國外設(shè)計(jì)單位（在中國國內(nèi)無分支機(jī)構(gòu)）必須與國內(nèi)設(shè)計(jì)單位，組成聯(lián)合體參加本次方案征集。
Considering the impact of COVID-19 on international flights,etc.,foreign design companies(which have no branches in China)must form a consortium with domestic design companies to participate in the solicitation.
6.參與本次方案征集的主要設(shè)計(jì)人員應(yīng)為其所屬設(shè)計(jì)單位的在冊人員。項(xiàng)目負(fù)責(zé)人、主創(chuàng)設(shè)計(jì)師須由主持過同類型項(xiàng)目（城市中心片區(qū)的城市設(shè)計(jì)、國內(nèi)外科學(xué)城規(guī)劃設(shè)計(jì)等項(xiàng)目）的設(shè)計(jì)師擔(dān)任，且須直接參與負(fù)責(zé)本項(xiàng)目，參與本次方案征集全過程，包括但不限于出席踏勘答疑會(huì)及方案匯報(bào)等（指導(dǎo)單位/主辦單位/承辦單位將根據(jù)疫情防控相關(guān)要求對出席方式進(jìn)行適時(shí)調(diào)整）。如發(fā)現(xiàn)項(xiàng)目負(fù)責(zé)人、主創(chuàng)設(shè)計(jì)師與資格預(yù)審報(bào)名文件所提交人員不符，指導(dǎo)單位/主辦單位/承辦單位有權(quán)取消該團(tuán)隊(duì)的參賽資格。為保證設(shè)計(jì)人員對本次方案征集的背景和相關(guān)要求有準(zhǔn)確理解，主要設(shè)計(jì)人員中應(yīng)至少有一名以漢語為母語的成員。
The major design team members involved in the project should be the legit employees of respective companies.The project leader and chief architects shall have presided over similar projects(urban design of city center area,planning and design of international science city,etc.).The above-mentioned core members must be truly responsible for and involved in the project throughout the whole process of solicitation and also the follow-up period,including but not limited to site visit,Q&A session,presentations(the Supervisor/Host/Organizers will adjust the attendance method according to the latest epidemic prevention and control policy).The Supervisor/Host/Organizers reserve the right to disqualify the participant if the project leader and chief designers are found to be inconsistent with the personnel submitted in the Credit Documents.To ensure accurate understanding of the project background and relevant requirements of the solicitation,at least one of the major design team members should be native Chinese speaker.

本次方案征集的中選團(tuán)隊(duì)將獲得整合深化合同（300萬元人民幣，含稅），為保證合同流程，若通過資格預(yù)審的入圍團(tuán)隊(duì)在報(bào)名時(shí)不具備城鄉(xiāng)規(guī)劃甲級(jí)資質(zhì)或建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)，必須在遞交《參賽確認(rèn)函》前，與一家具備上述資質(zhì)的設(shè)計(jì)單位組成新的聯(lián)合體，經(jīng)指導(dǎo)單位/主辦單位/承辦單位同意后重新提交《聯(lián)合體協(xié)議》，共同進(jìn)入方案設(shè)計(jì)階段；已具備上述資質(zhì)的入圍團(tuán)隊(duì)，不可新增或更改聯(lián)合體成員。資格預(yù)審入圍后新組成的聯(lián)合體僅限新增一家具備相關(guān)資質(zhì)的成員。原獨(dú)立報(bào)名參賽的入圍團(tuán)隊(duì)須作為聯(lián)合體牽頭方；以聯(lián)合體參賽的入圍團(tuán)隊(duì)須保持原有牽頭單位不變。
According to the solicitation rules,the First Prize Winner will be awarded the contract for design development(RMB 3 million,tax inclusive).As required by the contract procedure,if a shortlisted applicant does not have a class-A qualification in urban design or architecture industry(construction engineering),an additional(only one)consortium member with the above qualification shall be confirmed before submitting the Confirmation Letter.An updated Consortium Agreement should be submitted as well after consulting the Supervisor/Host/Organizers to enter the Schematic Design Stage.Shortlisted applicants(consortiums)with above design qualifications are not allowed to add or change consortium members.The original independent applicant or original leading member of the consortium must remain the leading role in the new consortium.
