競賽背景
Background
臨空經(jīng)濟(jì)是繼海運(yùn)、天然運(yùn)河、鐵路、公路之后，第五波城市發(fā)展浪潮的經(jīng)濟(jì)發(fā)展形式和主要推動力。近年來，《廣州市臨空經(jīng)濟(jì)區(qū)條例》和《廣州臨空經(jīng)濟(jì)發(fā)展“十四五”規(guī)劃》先后出臺，廣州白云國際機(jī)場三期擴(kuò)建工程也在加快建設(shè)中，依托國家臨空經(jīng)濟(jì)示范區(qū)、國家級綜合保稅區(qū)、空港型國家物流樞紐、廣東自貿(mào)區(qū)聯(lián)動發(fā)展片區(qū)等已有的國家、省功能平臺，廣州空港經(jīng)濟(jì)區(qū)將迎來新的發(fā)展契機(jī)，加快構(gòu)建以門戶樞紐為核心的新發(fā)展格局。The aviation economy,following ocean shipping,natural canals,railways,and highways,represents the economic development form and serves as a critical driver of the fifth wave of urban development.In recent years,Guangzhou rolled out the Regulations of Guangzhou Airport Economic Zone and the 14th Five-Year Plan for Guangzhou’s Airport Economic Development in Guangzhou while accelerating the construction of the Phase III expansion project of Guangzhou Baiyun International Airport.Leveraging on the existing national and provincial functional platforms,such as the National Airport Economic Demonstration Zone,National Comprehensive Bonded Zone,Aerotropolis National Logistics Hub,and Guangdong Free Trade Zone Linkage Development Zone,Guangzhou Aerotropolis Development District(GADD)will usher in new development opportunities and quicken its paces in establishing a new development pattern centered on gateway hubs.借助國際視野和經(jīng)驗，充分發(fā)揮廣州白云國際機(jī)場的樞紐優(yōu)勢，明確未來空港經(jīng)濟(jì)區(qū)的發(fā)展方向，統(tǒng)籌機(jī)場周邊9平方公里區(qū)域的規(guī)劃建設(shè)。競賽面向全球公開邀請具有相關(guān)規(guī)劃設(shè)計和產(chǎn)業(yè)策劃經(jīng)驗的機(jī)構(gòu)參與，集思廣益、創(chuàng)新進(jìn)取，征集具有國際一流水準(zhǔn)的規(guī)劃設(shè)計成果，引領(lǐng)空港經(jīng)濟(jì)區(qū)發(fā)展，打造具備更高開放水平的門戶樞紐片區(qū)，形成現(xiàn)代化高質(zhì)量發(fā)展新標(biāo)桿。In this context,the Competition is launched to draw on international perspective and experience.It intends to fully leverage the hub advantages of Guangzhou Baiyun International Airport to identify the future development direction of GADD,and coordinate the planning and construction of the 9 square kilometer area around the airport.Open to design firms with relevant experiences in urban planning and industrial planning from around the world,the Competition encourages brainstorming and innovations,aiming to solicit world’s first-class planning and design proposals to lead the development of GADD,create a gateway hub area with a higher level of openness,and form a new benchmark for modern and high-quality development.本次競賽由廣州空港經(jīng)濟(jì)區(qū)管理委員會主辦，廣東元正招標(biāo)采購有限公司為競賽組織代理服務(wù)單位。The Competition is hosted by the GADD Administration,with Guangdong Yuanzheng Bidding&Purchase Co.,Ltd acting as its Organizing Consultant.

競賽范圍和內(nèi)容
Work Content
本次國際競賽工作內(nèi)容包含總體規(guī)劃研究、核心區(qū)規(guī)劃設(shè)計兩部分。The Competition involves two parts of work,i.e.:the Overall Planning Research and the Core Area Planning and Design.總體規(guī)劃研究范圍約9平方公里，達(dá)到控制性詳細(xì)規(guī)劃深度。聚焦高水平對外開放背景下白云機(jī)場門戶樞紐的整體提升策略、產(chǎn)業(yè)研究和空間規(guī)劃，提出整體功能定位、總體布局方案、功能布局和業(yè)態(tài)策劃，并開展綜合交通、立體慢行系統(tǒng)、公共空間體系、地下空間、土地整備等專項規(guī)劃，目標(biāo)實(shí)現(xiàn)區(qū)域整體發(fā)展與聯(lián)動開發(fā)。The Overall Planning Research covers an area of approximately 9 square kilometers,and will be detailed to the Regulatory Detailed Planning level.It focuses on the overall improvement strategy,industrial research and spatial planning of the Baiyun Airport Gateway Hub against the backdrop of high-level opening-up in China.It is expected to proposes an overall functional positioning,overall layout plan,functional layout and business format planning,and conducts special planning for comprehensive transportation,multi-level slow traffic system,public space system,underground spaces and land consolidation,so as to achieve the overall development and coordinated development of the region.核心區(qū)規(guī)劃設(shè)計范圍約2.2平方公里，達(dá)到修建性詳細(xì)規(guī)劃及建筑概念設(shè)計深度。把控整體空間形態(tài)、建筑組群風(fēng)貌、天際線、第五立面等空間要素，開展建筑總平面布局、建筑及空間形態(tài)細(xì)化、交通方案設(shè)計、地上地下銜接、地下空間利用及豎向設(shè)計指引，深化重要節(jié)點(diǎn)地標(biāo)建筑方案設(shè)計，探索相關(guān)配套支撐政策，打造國際的空港門戶樞紐地標(biāo)形象。The Core Area Planning and Design covers an area of approximately 2.2 square kilometers,and will be detailed up to Constructive-Detailed Planning and Architectural Concept Design.The Core Area Planning and Design is expected to control the overall spatial form and spatial elements like architectural style,skylines,the fifth facade,etc.Specific works include:devising general layout of the buildings;refining the architectural and spatial forms;proposing the transportation plan,connection between the above-ground and underground spaces,uses of underground spaces and vertical design guidelines;detailing architectural design of landmarks at important nodes;and exploring relevant supporting policies,all aiming to create a landmark of the Baiyun Airport Gateway Hub with international appeal.后續(xù)將結(jié)合工作開展及實(shí)際需求對規(guī)劃范圍進(jìn)行微調(diào)，具體內(nèi)容以《國際競賽設(shè)計任務(wù)書》為準(zhǔn)。The planning scope might be slightly adjusted at the later stage to cope with the work progress and actual needs,while relevant details are subject to the Design Brief of the Competition.圖片規(guī)劃范圍示意圖Schematic diagram of planning scope

競賽報名方式
Registration
?。ㄒ唬┥暾埲速Y格要求(I)Qualification Requirements for Applicants1.接受聯(lián)合體報名參賽，以聯(lián)合體形式申請的，聯(lián)合體中至少有一家成員具備下述第4點(diǎn)的資質(zhì)條件。鼓勵由境內(nèi)、境外規(guī)劃設(shè)計團(tuán)隊及相關(guān)專項技術(shù)團(tuán)隊共同組成聯(lián)合體參加，聯(lián)合體單位不超過三家，其中至少一家應(yīng)為境內(nèi)單位。申請人須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂聯(lián)合體協(xié)議后，不得再以自己名義單獨(dú)申請，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則資格無效。Applications in form of consortium are accepted,where at least one member of the consortium must meet the qualification requirements specified in point 4 below.Consortiums jointly formed by domestic and overseas planning and design teams and relevant specialized technical teams are encouraged,with a maximum of three members,including at least one member from the Chinese Mainland.Applicants must submit a consortium agreement to clearly specify the lead member.Once entering into the consortium agreement,any consortium member is not allowed to register for the Competition separately in its own name,nor form a new consortium or join other consortium;.otherwise,it will be disqualified from the Competition.2.申請人（若為聯(lián)合體，指聯(lián)合體各方）是合法注冊的獨(dú)立法人或合伙制企業(yè)或其他組織，須提供有效的營業(yè)執(zhí)照或注冊登記證明。The applicant(or member of a consortium)shall be a legally registered,independent legal person,or a partnership business,or other organization,and it must provide valid business license or business registration certificate.3.申請人（獨(dú)立或聯(lián)合體，下同）負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時以多個申請人名義參加。Different teams(either independent or as a consortium member,the same below)headed by the same person or held/managed by each other are not allowed to register for the Competition in the names of multiple applicants.4.申請人須具備由中華人民共和國自然資源部頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)，或住房和城鄉(xiāng)建設(shè)部核準(zhǔn)的建筑行業(yè)(建筑工程)專業(yè)設(shè)計甲級資質(zhì)（或工程設(shè)計綜合甲級資質(zhì)，或工程設(shè)計（建筑行業(yè)）甲級資質(zhì)）證書。The applicant must hold a Class A qualification certificate for urban and rural planning compilation issued by the Ministry of Natural Resources of the People's Republic of China,or a Class A qualification certificate for professional design in the Building industry(building engineering)(or a comprehensive Class A qualification certificate for engineering design,or a Class A qualification certificate for engineering design in the architectural industry)approved by the Ministry of Housing and Urban-Rural Development.5.申請人須具有臨空經(jīng)濟(jì)區(qū)、航空新城、特大或超大城市地區(qū)等范圍之一的城市設(shè)計，或戰(zhàn)略發(fā)展咨詢與規(guī)劃，或城市產(chǎn)業(yè)咨詢策劃的相關(guān)業(yè)績。Applicants must have relevant project experience in urban design,strategic development consulting and planning,or urban industry consulting and planning in one of the areas such as airport economic zone,aviation new town,and megacity or super-large cities.6.申請人在《資格預(yù)審申請文件》中所列出的領(lǐng)銜設(shè)計師須親自開展本項目的設(shè)計工作，且親自出席進(jìn)行成果方案匯報。請所列出的領(lǐng)銜設(shè)計師根據(jù)競賽時間安排提前預(yù)留時間、做好準(zhǔn)備。如因特殊原因，領(lǐng)銜設(shè)計師確實(shí)無法赴現(xiàn)場參會的，須在《參賽單位申請表》及《資格預(yù)審申請文件》中進(jìn)行說明，并承諾將通過視頻或電話會議的方式參會。所述情況將在資格預(yù)審評審時予以綜合考慮。The lead designer appointed by the applicant in the Prequalification Application Document must conduct the design work and attend the presentation meeting of the project in person.He/she is kindly requested to reserve time and make preparations in advance according to the competition schedule.If the lead designer is truly unable to attend the meeting on site due to special reasons,explanations must be made in the Application Form,the Prequalification Application Document and his/her presence via video or teleconference shall be guaranteed.The aforesaid situation will be considered at the Prequalification Selection Meeting.7.若申請人為境外機(jī)構(gòu)，須與境內(nèi)的單位組成聯(lián)合體報名參賽。If the applicant is from outside the Chinese Mainland,it shall form a consortium with an organization from the Chinese Mainland to register for the Competition.注：設(shè)計單位的屬地以其公司總部（或所屬集團(tuán)總部）的企業(yè)工商注冊地址為依據(jù)進(jìn)行確定。Note:The locality of the design firm is subject to the business registration address of its company headquarters(or the headquarters of the group it is affiliated to).（二）《資格預(yù)審申請文件（格式文件）》的獲取(II)Access to the Prequalification Application Documents(File Templates)凡有意參加本次競賽的潛在申請人，請于2025年4月25日16:00時至2025年5月8日16：00時，將《參賽單位申請表》《保密承諾函》（附件1-2）簽字并加蓋公章后掃描為PDF，電郵到競賽組織代理服務(wù)單位，以領(lǐng)取《資格預(yù)審申請文件（格式文件）》。接受材料的競賽組織代理服務(wù)單位郵箱地址：gdyz05 163.com。Interested applicants may submit their applications from 16:00 on April 25,2025 to 16:00 on May 8,2025.Please sign and affix your official seal to the Application Form and Confidentiality Commitment Letter(Appendices 1-2),then scan them into PDF and email them to the Organizing Consultant at gdyz05 163.com to obtain the Prequalification Application Documents(File Templates).（三）《資格預(yù)審申請文件》的提交(III)Submission of the Prequalification Application Documents1.《資格預(yù)審申請文件》應(yīng)以電子文件和紙質(zhì)文件的形式提交。提交截止時間為2025年5月14日17:00時，提交的時間以電子文件上傳成功的時間為準(zhǔn)。除了在截止時間前成功上傳的《資格預(yù)審申請文件》外，未在截止時間前上傳或以其他形式提交的《資格預(yù)審申請文件》一律不被受理。The Prequalification Application Documents shall be submitted in both electronic and paper documents by17:00,May 14,2025.The submission time is subject to the successful upload time of the electronic files.Except for the Prequalification Application Documents successfully uploaded before the deadline,Prequalification Application Documents uploaded after the deadline or submitted in any other forms will not be accepted.2.電子文件包括全套正本《資格預(yù)審申請文件》的PDF掃描件和PPT文件。申請人應(yīng)將電子文件電郵到競賽組織代理服務(wù)單位，接收材料的競賽組織代理服務(wù)單位郵箱地址：gdyz05 163.com（以.rar或.zip形式壓縮后上傳，請注意無需加密）。Electronic documents include scanned PDF copies and Chaoshen,Tel:020-87258495-5111,.4.申請人應(yīng)當(dāng)確保其提交的《資格預(yù)審申請文件》的電子文件和紙質(zhì)文件內(nèi)容一致。當(dāng)《資格預(yù)審申請文件》的電子文件與紙質(zhì)文件內(nèi)容不一致時，以電子文件為準(zhǔn)。Applicants shall ensure that the electronic and paper versions of the Prequalification Application Documents they submit are consistent in content.In the event of any discrepancy,the electronic version shall prevail.

入圍方式
Prequalification Method
申請人提交了《資格預(yù)審申請文件》后，資格預(yù)審評審委員會將對申請人進(jìn)行綜合評審和比較，擇優(yōu)評選出3名入圍參賽團(tuán)隊（含聯(lián)合體，下同）和3名候補(bǔ)參賽團(tuán)隊（《參賽機(jī)構(gòu)遴選細(xì)則》詳見附件3）。當(dāng)正式入圍的參賽團(tuán)隊無法參加競賽時，主辦單位可根據(jù)候補(bǔ)參賽團(tuán)隊的排名，依次選擇候補(bǔ)參賽團(tuán)隊增補(bǔ)。主辦單位保留不增補(bǔ)的權(quán)利。After the applicant submits the Prequalification Application Documents,the Selection Committee will conduct a comprehensive review and comparison of the applicants to select three shortlisted teams(including consortium,the same below)and three alternative teams(for details of the Participant Selection Rules,please refer to Appendix 3).When any shortlisted teams is unable to take part in the Competition,the Host may,based on the ranking of the alternative teams,approve the participation by alternative teams in turn;meanwhile,.it also reserves the right not to approve the participation of alternative teams.

獎金費(fèi)用
Prizs and Fees
（一）獎金設(shè)置(I)Prizes and Fees根據(jù)方案評審委員會對提交的設(shè)計方案進(jìn)行評審及排名，入圍參賽團(tuán)隊將獲得獎金如下：Based on the Evaluation Committee’s evaluation and ranking of the submitted design proposals,the shortlisted teams will receive the following prize money:第一名：獲得人民幣380萬元（含入圍咨詢費(fèi)160萬元、優(yōu)勝獎金220萬元）；The first place winner will receive CNY 3.8 million(including CNY1.6 million as the consulting fee and CNY 2.2 million as the winning prize);第二名：獲得人民幣200萬元（含入圍咨詢費(fèi)160萬元、優(yōu)勝獎金40萬元）；The second place winner will receive CNY 2 million(including CNY 1.6 million as the consulting fee and CNY 400,000 as the winning prize);第三名：獲得人民幣160萬元（即入圍咨詢費(fèi)160萬元）。The third place winner will receive CNY 1.6 million(i.e.,the consulting fee of CNY 1.6 million).（二）說明(II)Notes1.以上咨詢費(fèi)用均為含稅費(fèi)用。設(shè)計方案經(jīng)評審委員會評定為無效設(shè)計方案的競賽團(tuán)隊，將不能獲得國際競賽相關(guān)費(fèi)用。All the above consulting fees and prizes are inclusive of tax.Competition teams whose design proposals are evaluated as invalid by the Evaluation Committee will not be eligible for the relevant fees of the Competition.2.第一名須參與競賽方案后續(xù)深化工作。The first place winner must participate in the subsequent detailing of the design proposal.
