項(xiàng)目背景
?、簟roject background
2018年，中央發(fā)布《中共中央國務(wù)院關(guān)于實(shí)施鄉(xiāng)村振興戰(zhàn)略的意見》，提出產(chǎn)業(yè)興旺、生態(tài)宜居、鄉(xiāng)風(fēng)文明、治理有效、生活富裕的鄉(xiāng)村振興戰(zhàn)略總體要求。同年10月，廣州市出臺(tái)《中共廣州市委廣州市人民政府關(guān)于推進(jìn)鄉(xiāng)村振興戰(zhàn)略的實(shí)施意見》，明確廣州“在全省鄉(xiāng)村振興中當(dāng)好示范和表率”的定位，謀劃走出一條具有廣州特色的超大城市鄉(xiāng)村振興之路。2021年5月，財(cái)政部辦公廳印發(fā)《關(guān)于進(jìn)一步做好國家級(jí)田園綜合體建設(shè)試點(diǎn)工作的通知》，在總結(jié)2017年以來國家級(jí)田園綜合體建設(shè)試點(diǎn)經(jīng)驗(yàn)的基礎(chǔ)上，2021年中央財(cái)政將繼續(xù)支持有條件的地區(qū)開展國家級(jí)田園綜合體建設(shè)試點(diǎn)。廣州市從化區(qū)越秀風(fēng)行國家級(jí)田園綜合體，在2021年5月成為廣東省唯一通過財(cái)政部備案的田園綜合體項(xiàng)目。業(yè)態(tài)涵蓋現(xiàn)代農(nóng)業(yè)、民宿、餐飲、非遺文化、文旅等。項(xiàng)目目標(biāo)是實(shí)現(xiàn)一二三產(chǎn)融合發(fā)展，以農(nóng)村合作社為主體，實(shí)現(xiàn)聯(lián)農(nóng)帶農(nóng)富農(nóng)。
The CPC Central Committee released a package of policies in 2018 charting the roadmap for rural vitalization，featuring thriving businesses,pleasant living environment,social etiquette and civility,effective governance and prosperity.In October of the same year,Guangzhou issued the implementation opinions of the Guangzhou Municipal People’s Government on promoting the rural vitalization Strategy,to clarify the positioning of Guangzhou as a good example and model in rural vitalization of Guangdong province,to walk out a road of rural vitalization with Guangzhou characteristics.In May 2021,the general office of the Ministry of Finance issued the notice on further improving the pilot work of National Pastoral Complex construction,on the basis of National Pastoral Complex construction pilot experience.In 2021,the central government will continue to support qualified regions to carry out the pilot construction of national pastoral complexes.Yuexiu Fengxing National Pastoral Complex In Conghua District Guangzhou is the only pastoral complex project registered by the Ministry of Finance in Guangdong Province in May 2021.The business covers modern agriculture,home accommodation,catering,intangible cultural heritage,culture and tourism,etc.The goal of the project is to realize the integrated development of primary,secondary and tertiary industries,with rural cooperatives as the key,and realize the integration of agriculture,leading agriculture and enriching farmers.
本項(xiàng)目位于廣東省廣州市從化區(qū)鰲頭鎮(zhèn)，涉及龍?zhí)?、橫江、烏石三村，潖江穿越三村，東臨106國道，西臨廣連高速。從化區(qū)是廣州北部生態(tài)核心區(qū)，在全省率先實(shí)現(xiàn)了干凈整潔村、美麗宜居村全覆蓋，形成了以特色小鎮(zhèn)為動(dòng)力源、連片帶動(dòng)鄉(xiāng)村振興的良好態(tài)勢(shì)。鰲頭鎮(zhèn)是廣東省、廣州市新型城鎮(zhèn)化示范鎮(zhèn)和廣州市建制鎮(zhèn)示范試點(diǎn)，是從化的農(nóng)業(yè)大鎮(zhèn)，是廣州市糧食創(chuàng)高產(chǎn)五個(gè)示范鎮(zhèn)之一，具有建設(shè)鄉(xiāng)村振興示范區(qū)的發(fā)展基礎(chǔ)。
The project is located in Aotou Town,Conghua District,Guangzhou City,Guangdong Province,involving Longtan village,Hengjiang village and Wushi village.The Pajiang river passes through the three villages,adjacent to national highway 106 in the East and Guanglian Expressway in the West.Conghua district is the ecological core area in the north of Guangzhou.It takes the lead in realizing the full coverage of clean and tidy villages and beautiful and livable villages in the whole province,forming a good example of rural vitalization and characteristic towns.Aotou town is a new urbanization demonstration town in Guangdong Province and Guangzhou and a demonstration pilot town in Guangzhou.It is a major agricultural town in Conghua district and one of the five demonstration towns in Guangzhou to create high grain production.It has the development foundation for building a Rural Vitalization demonstration area.
為進(jìn)一步落實(shí)國家鄉(xiāng)村振興戰(zhàn)略，加快培育農(nóng)村經(jīng)濟(jì)高質(zhì)量發(fā)展新動(dòng)力，打造國家級(jí)田園綜合體，廣州越秀風(fēng)行田園綜合體有限公司（廣州越秀風(fēng)行田園綜合體有限公司是廣州越秀集團(tuán)股份有限公司旗下全資子公司）開展廣州市從化區(qū)越秀風(fēng)行國家級(jí)田園綜合體設(shè)計(jì)方案國際競(jìng)賽（以下簡(jiǎn)稱“競(jìng)賽”），以期從實(shí)際出發(fā)謀劃村莊發(fā)展，打造廣東鄉(xiāng)村振興示范區(qū)。
In order to further implement the National Rural Vitalization Strategy,speed up the cultivation of new driving forces for high-quality development of rural economy,and create a National Pastoral Complex,Guangzhou Yuexiu Fengxing Pastoral Complex Co.,Ltd.(Guangzhou Yuexiu Fengxing Pastoral Complex Co.,Ltd.is a wholly-owned subsidiary of Guangzhou Yuexiu Group Co.,Ltd.)launched the international competition for the design scheme of Yuexiu Fengxing National Pastoral complex in Conghua District,Guangzhou(hereinafter referred to as the"competition"),in order to realistically develop the village and build a demonstration area for Rural Vitalization in Guangdong.

競(jìng)賽范圍及要求
?、?、Working range and competition content
本次競(jìng)賽涵蓋研究范圍及整體設(shè)計(jì)范圍兩個(gè)層次，其中整體設(shè)計(jì)包含兩個(gè)子項(xiàng)目，設(shè)計(jì)范圍圖詳見附件1。
This competition covers two levels:research area and overall design area,of which the overall design area includes two sub projects.See Annex 1 for details.
1.研究范圍：項(xiàng)目涉及鰲頭鎮(zhèn)烏石村、橫江村、龍?zhí)洞迦澹芯糠秶娣e21.27平方公里，研究?jī)?nèi)容為整體定位、組團(tuán)結(jié)構(gòu)、區(qū)域交通道路系統(tǒng)優(yōu)化等。
1.Research area：The project involves Wushi village,Hengjiang village,Longtan Village in Aotou Town,covering an area of 21.27 square kilometers.The competition content covers the overall positioning,cluster structure and regional traffic road system optimization and so on.
2.整體設(shè)計(jì)范圍
2.Overall design area
子項(xiàng)目1為鄉(xiāng)村建筑及景觀設(shè)計(jì)：總面積約19.9公頃，分為烏石村片、格村片區(qū)、徐家大院片區(qū)，規(guī)劃面積分別約為10.4公頃、5.8公頃、3.7公頃。鄉(xiāng)村建筑及景觀設(shè)計(jì)方案應(yīng)圍繞片區(qū)的一二三產(chǎn)融合下的鄉(xiāng)村活化展開，提出設(shè)計(jì)策略。設(shè)計(jì)內(nèi)容包括以活化運(yùn)營為目標(biāo)的改造利用，如鄉(xiāng)村驛站、民宿改造、立面提升改造、公共空間提升、農(nóng)田林地活化等，每個(gè)片區(qū)提出有不少于3個(gè)重點(diǎn)設(shè)計(jì)節(jié)點(diǎn)概念方案。
Sub project 1 is Rural architecture and landscape design:The total area is about 19.9 hectares,which is divided into three areas:Wushi Village area,Ge Village area and Xujia courtyard area,with a planning area of about 10.4 hectares,5.8 hectares and 3.7 hectares respectively.The rural architecture and landscape design scheme should focus on the rural activation under the integration of primary,secondary and tertiary industries in the area,and put forward design strategies.The design content includes the transformation and utilization aimed at activating the operation,such as the transformation of rural Courier station,home accommodation,facade upgrading,public space upgrading,farmland and woodland activation,etc.No less than 3 key node concept designs are proposed in each area.
子項(xiàng)目2為文旅項(xiàng)目設(shè)計(jì)：位于鰲頭鎮(zhèn)橫江村青龍基地，設(shè)計(jì)范圍包括華美牧場(chǎng)及周邊村莊，規(guī)劃面積約為295.3公頃，其中核心區(qū)設(shè)計(jì)范圍約為106.7公頃。主要設(shè)計(jì)內(nèi)容需充分結(jié)合田園綜合體的運(yùn)營理念和模式，圍繞奶牛IP，打造品牌IP，創(chuàng)新設(shè)計(jì)具有產(chǎn)業(yè)和鄉(xiāng)村在地特色的建筑、景觀風(fēng)貌。通過多個(gè)差異化的田園生活場(chǎng)景營造與標(biāo)志性建筑的塑造，創(chuàng)建獨(dú)具特色的田園綜合體，實(shí)現(xiàn)“產(chǎn)業(yè)創(chuàng)新、環(huán)境煥新、文化更新、制度革新”的四個(gè)新出彩。
Sub project 2 is cultural tourism project design:the project is located in Qinglong base,Hengjiang village,Aotou town.The design area includes Huamei pasture and surrounding villages.The planned area is about 295.3 hectares,of which the core area design scope is about 106.7 hectares.The main design content needs to fully combine the operation concept and mode of the pastoral complex,build brand IP around cow IP,and innovate the design of buildings and landscapes with industrial and rural local characteristics.Through the creation of a serious of unique rural life scenes and the shaping of landmark buildings,the project creates a unique pastoral complex to achieve four new highlights of“Industrial Innovation,Environmental Renewal,Cultural Renewal and Institutional Innovation”.

(一)報(bào)名要求

1.報(bào)名的境內(nèi)設(shè)計(jì)機(jī)構(gòu)須具有獨(dú)立法人資格，并提供有效營業(yè)執(zhí)照，沒有處于被吊銷營業(yè)執(zhí)照、責(zé)令關(guān)閉或者被撤銷等不良狀態(tài)；境外設(shè)計(jì)機(jī)構(gòu)須為所在地合法注冊(cè)的設(shè)計(jì)機(jī)構(gòu)，并提供有效的注冊(cè)登記證明。境內(nèi)外單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時(shí)報(bào)名參與本競(jìng)賽項(xiàng)目。（注：所在地是指公司企業(yè)或商業(yè)機(jī)構(gòu)依法注冊(cè)經(jīng)營業(yè)務(wù)或設(shè)立辦事機(jī)構(gòu)的主要地方）
1.The design organization applicants from domestic shall have the independent legal person qualification,and provide business license,not being ordered to close or being repealed.The design organization applicants from overseas must be a legally registered design institution in the place where it is located,and provide a valid registration certificate.If the person in charge of the company is the same person or different companies with holding or management relationship,it’s forbidden to sign up for the competition project at the same time.（Note:LOCATION refers to the main place where companies,enterprises or commercial institutions are registered to operate business or set up offices according to law）
2.報(bào)名的境內(nèi)設(shè)計(jì)機(jī)構(gòu)須具有以下有效的資質(zhì)證書之一：（1）建筑行業(yè)工程設(shè)計(jì)甲級(jí)；（2）建筑行業(yè)（建筑工程）專業(yè)設(shè)計(jì)甲級(jí)；（3）工程設(shè)計(jì)綜合資質(zhì)甲級(jí)；（4）城鄉(xiāng)規(guī)劃編制甲級(jí)；（5）風(fēng)景園林工程設(shè)計(jì)專項(xiàng)甲級(jí)；（6）旅游規(guī)劃設(shè)計(jì)甲級(jí)。需提供相關(guān)證明文件復(fù)印件并加蓋公司公章。
2.Domestic applicant must have one of the following valid qualifications:(1)Construction Industry Engineering Design Qualification Class-A(2)Construction Industry(Construction Engineering)Professional Design Qualification Class-A(3)Engineering Design Integrated Qualification Class-A(4)Urban and Rural Planning Qualification Class-A(5)Landscape Professional Engineering Design Qualification Class-A(6)Tourism Planning and Design Qualification Class-A.Copies of relevant documents hould be provided with official seals.
3.本次競(jìng)賽不接受以個(gè)人名義報(bào)名（包含聯(lián)合體所有成員）。

4.報(bào)名的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體任意一方）須具有自2017年1月1日起至報(bào)名截止時(shí)間止承接過鄉(xiāng)村振興或生態(tài)小鎮(zhèn)或特色小鎮(zhèn)或文化旅游或藝術(shù)裝置等類似項(xiàng)目的規(guī)劃（或設(shè)計(jì)）相關(guān)業(yè)績(jī)（需提供合同復(fù)印件等證明文件，以聯(lián)合體方式承接的過往業(yè)績(jī)需要提供有關(guān)材料證明本單位在該項(xiàng)目中承擔(dān)的工作內(nèi)容與本次競(jìng)賽設(shè)計(jì)內(nèi)容相符，業(yè)績(jī)計(jì)算時(shí)間以簽訂合同時(shí)間為準(zhǔn)）。
4.The design organization applicant(either party of the consortium)shall have the relevant planning(or design)achievements of Rural Vitalization or ecological town or characteristic town or cultural tourism or artistic installation from January 1,2017 to the deadline of registration(The copy of contract and other supporting documents shall be provided.For the past performance undertaken by a consortium,relevant materials shall be provided to prove that the working contents undertaken by the company in the project meets the requirements of this item.The performance calculation time shall be subject to the contract signing time).
5.項(xiàng)目總負(fù)責(zé)（或首席設(shè)計(jì)師）必須直接參與設(shè)計(jì)活動(dòng)全過程，且親自出席競(jìng)賽組織地點(diǎn)匯報(bào)方案不少于2次。報(bào)名的設(shè)計(jì)機(jī)構(gòu)須確保項(xiàng)目總負(fù)責(zé)（或首席設(shè)計(jì)師）和主要設(shè)計(jì)人員始終參與設(shè)計(jì)工作，不得中途更換。
5.The General Project Leader/Chief designer must directly participate in the whole process of design activity，and personally attend the competition site to report the plan at least 2 times.The design organization applicant shall ensure the General Project Leader/Chief designer and main designers always participate in design that shall not be replaced midway.
6.為了保證項(xiàng)目設(shè)計(jì)人員對(duì)中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外設(shè)計(jì)機(jī)構(gòu)須至少配備有1名通曉漢語的人士。
6.In order to ensure that the project designers have an accurate understanding of the Chinese background and relevant requirements,the overseas design organization must have at least one person familiar with Chinese.
7.本次競(jìng)賽接受聯(lián)合體報(bào)名。組成聯(lián)合體的單位不得超過2家，聯(lián)合體須按要求提交聯(lián)合體參賽協(xié)議書（聯(lián)合體參賽協(xié)議書需各成員加蓋對(duì)應(yīng)單位公司公章，若境外設(shè)計(jì)機(jī)構(gòu)無公司公章，可由其法定代表人或合法的授權(quán)代表簽字）。
7.The application by the consortium is accepted in the competition.The number of organizations constituting the consortium shall not exceed 2.The consortium shall submit the Agreement of Consortium Participating in the Competition as required(each member of the consortium shall affix the official seal of the corresponding entity；if the overseas design organization has no seal,it can be signed by its legal representative or legal authorized representative).

有意參賽的設(shè)計(jì)機(jī)構(gòu)須按報(bào)名登記表（詳見附件2）要求填寫內(nèi)容并加蓋公司公章，在指定時(shí)間內(nèi)發(fā)送至郵箱：yuexiucomplex 163.com。
The design organizations intending to participate in the competition MUST upload the completed application registration form and attachments(refer to Annex 2 for details)affixed with official seal to E-mail box:yuexiucomplex 163.com within the specified time.
本項(xiàng)目允許同時(shí)報(bào)名2個(gè)子項(xiàng)目，但不能同時(shí)被推薦為2個(gè)子項(xiàng)目的參賽設(shè)計(jì)機(jī)構(gòu)和候補(bǔ)設(shè)計(jì)機(jī)構(gòu)。即，先對(duì)子項(xiàng)目1進(jìn)行遴選，如在子項(xiàng)目1中已被推薦為參賽設(shè)計(jì)機(jī)構(gòu)，則不再參與子項(xiàng)目2的遴選。子項(xiàng)目2遴選時(shí)，先剔除掉已被推薦為子項(xiàng)目1的參賽設(shè)計(jì)機(jī)構(gòu)，再按遴選規(guī)則依次推薦參賽設(shè)計(jì)機(jī)構(gòu)和候補(bǔ)設(shè)計(jì)機(jī)構(gòu)。如經(jīng)遴選，項(xiàng)目1的候補(bǔ)設(shè)計(jì)機(jī)構(gòu)為子項(xiàng)目2的參賽設(shè)計(jì)機(jī)構(gòu)，則項(xiàng)目1候補(bǔ)設(shè)計(jì)機(jī)構(gòu)剔除該機(jī)構(gòu)后按名次順延，如子項(xiàng)目2的候補(bǔ)設(shè)計(jì)機(jī)構(gòu)為子項(xiàng)目1的候補(bǔ)設(shè)計(jì)機(jī)構(gòu)，則項(xiàng)目2候補(bǔ)設(shè)計(jì)機(jī)構(gòu)也采取上述方式依次順延。
It is allowed design organizations intending to participate in the competition to apply for two sub projects at the same time,but which cannot be recommended as the participating design organization and candidates of the two sub projects at the same time.That is to say,sub project 1 will be selected first.If it has been recommended as a participating design organization in sub project 1,it will no longer participate in the selection of sub project 2.Before the selection of sub project 2,the participating design organization that have been recommended as sub project 1 shall be eliminated first,and then the participating design institutions and candidates shall be recommended in turn according to the selection rules.If the candidate of sub project 1 is selected as the participating design organization of sub peoject 2,the candidate of sub project 1 will be postponed according to the ranking after excluding the organization.If the candidate of sub project 2 is the candidate of sub project 1,the candidate of sub project 2 will also be postponed in the above-mentioned manner.
(四)競(jìng)賽報(bào)名文件

1.有意參賽的設(shè)計(jì)機(jī)構(gòu)必須按遴選文件要求編制（詳見附件3、附件4），以書面形式在2022年8月16日17：00前送達(dá)或郵寄至競(jìng)賽承辦方。采用郵寄方式提交報(bào)名文件的，以競(jìng)賽承辦方簽收?qǐng)?bào)名文件時(shí)間為準(zhǔn)。若因郵寄原因?qū)е聲鎴?bào)名資料未在截止時(shí)間前送達(dá)及郵寄過程中產(chǎn)生的一切不良后果由設(shè)計(jì)機(jī)構(gòu)承擔(dān)。
1.The design organizations intending to participate in the competition MUST send or post the completed competition application document(refer to Annex 3 and Annex 4 for details)in written form to the competition co-organizer before 17:00,Aug.16,2022.If the design organization submits the documents by mail,the submission time shall be subject to the time when the competition co-organizer signs and receives the registration documents.

2.針對(duì)不同的子項(xiàng)目，設(shè)計(jì)機(jī)構(gòu)必須編制完整的報(bào)名文件并裝訂成冊(cè)，內(nèi)容較多時(shí)可以分冊(cè)裝訂。各冊(cè)獨(dú)立裝訂的報(bào)名文件封面必須加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的單位公司公章，報(bào)名文件應(yīng)騎縫加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的單位公司公章和逐頁加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的單位公司公章。若境外設(shè)計(jì)機(jī)構(gòu)無公司公章，可由其法定代表人或合法的授權(quán)代表簽字。報(bào)名設(shè)計(jì)機(jī)構(gòu)代表可由法定代表人或其授權(quán)代表擔(dān)任。由授權(quán)代表簽署的報(bào)名文件中，須同時(shí)提交由法定代表人簽署的有效的授權(quán)委托書。
2.For different sub projects,the design organization applicant must prepare a complete application document and bind it into a volume.It can be bound in separate volumes when the content is overmuch.The cover of the registration documents bound independently shall be affixed with the official seal of the design organization applicant,and the registration documents shall be affixed with the official seal of the design organization applicant in the slit and on each page.If the overseas design institution has no official seal,it can be signed by its legal representative or legal authorized representative.The representative of the design organization applicant can be the legal representative or its authorized representative.The registration document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative.
3.報(bào)名設(shè)計(jì)機(jī)構(gòu)必須自行承擔(dān)因其報(bào)名文件的任何錯(cuò)漏而導(dǎo)致的一切后果。
3.The design organizations must bear all the consequences caused by any mistake or omission in the application documents.
4.報(bào)名文件提供一式四份（1正3副，須在報(bào)名文件封面注明“正本”和“副本”字樣），報(bào)名文件電子版1份（內(nèi)含WORD格式及正本紙質(zhì)文件的彩色掃描件PDF格式各1份，存入U(xiǎn)SB閃存盤，電子文件不得加密、無病毒）。如果正本與副本不符，以正本為準(zhǔn)。
4.The registration documents are should be in quadruplicate(1 original and 3 copies,which must be marked with the words"original"and"copy"on the cover of the registration documents),and one electronic copy of the registration documents(including one document in WORD format and original paper document color scanned in PDF format,which shall be stored in USB flash drive,without encrypted and virus).If the original is inconsistent with the copy,the original shall prevail.
5.報(bào)名文件應(yīng)由報(bào)名設(shè)計(jì)機(jī)構(gòu)的合法授權(quán)代表正式簽署，任何更改（如有）應(yīng)由原簽署人簽字。
5.The registration document shall be duly signed by a legally authorized representative of the design organization applicant and any changes,if any,shall be signed by the original signatory.
6.所有報(bào)名文件應(yīng)在提交截止時(shí)間前送達(dá)競(jìng)賽承辦方，逾期抵達(dá)的文件概不受理。競(jìng)賽承辦對(duì)不可抗力事件造成的報(bào)名文件的損壞、丟失不承擔(dān)任何責(zé)任。
6.All registration documents should be delivered to the competition co-organizer before the deadline.Overdue documents will not be accepted.The co-organizer will not be responsible for the damage or loss of the registration documents caused by force majeure.
7.所有報(bào)名文件必須封入密封的信封或包裝，在封口上加蓋設(shè)計(jì)機(jī)構(gòu)公章。報(bào)名文件的①正本（原件加蓋公章）、②副本、③報(bào)名登記表、④報(bào)名文件電子版應(yīng)分別封裝，并在每一信封或包裝的封面上寫明上述內(nèi)容（詳見遴選文件）。
7.All application documents must be sealed in a sealed envelope or package with the official seal of the design organization applicant affixed to the seal.(1)the original(with official seal on the original),(2)the copy,(3)the application registration form and(4)the electronic version of the application document should be sealed separately and marked,the above contents shall be written on the cover of each envelope or package(see the selection document for details).
8.按照本公告六、競(jìng)賽報(bào)名方式中（一）報(bào)名要求制作的書面報(bào)名資料必須在報(bào)名截止時(shí)間前送達(dá)現(xiàn)場(chǎng)或郵遞送達(dá)，在截止時(shí)間前送達(dá)（以郵件簽收記錄或現(xiàn)場(chǎng)簽收表記錄為準(zhǔn)）的書面報(bào)名材料即為報(bào)名成功。
8.The written registration materials made in accordance with the registration requirements in(I)of the competition registration methods in this announcement VI must be delivered to the site or by post before the registration deadline.The written registration materials delivered before the deadline(subject to the mail signing record or the on-site signing form record)will be deemed as successful registration.

(一)設(shè)計(jì)機(jī)構(gòu)的選擇
?。ㄒ唬㏒election of design organization
本次競(jìng)賽活動(dòng)采用公開報(bào)名的方式，通過在網(wǎng)站發(fā)布競(jìng)賽公告，公開接受境內(nèi)外設(shè)計(jì)機(jī)構(gòu)報(bào)名，通過專家進(jìn)行遴選排名，每個(gè)子項(xiàng)目取前3名設(shè)計(jì)機(jī)構(gòu)為參賽機(jī)構(gòu)，第4名為候補(bǔ)設(shè)計(jì)機(jī)構(gòu)。如符合參賽資格的設(shè)計(jì)機(jī)構(gòu)不足6家，則主辦單位可根據(jù)項(xiàng)目情況決定延長報(bào)名時(shí)間或重新組織報(bào)名工作；如確定設(shè)計(jì)機(jī)構(gòu)后技術(shù)文件發(fā)布前，出現(xiàn)設(shè)計(jì)機(jī)構(gòu)因故放棄參賽資格的，在候補(bǔ)設(shè)計(jì)機(jī)構(gòu)中依次替補(bǔ)，直至補(bǔ)足3家為止。承辦單位將向入選設(shè)計(jì)機(jī)構(gòu)發(fā)出正式邀請(qǐng)函，其余未受正式邀請(qǐng)的設(shè)計(jì)機(jī)構(gòu)報(bào)送的競(jìng)賽方案將不被受理。
This competition adopts the method of public registration.By publishing the competition announcement on the website,it openly accepts public design organization applications from domestic and overseas..Through selection and ranking by experts,the top three design organizations in each sub project are selected as the participating organizations,and the fourth is the candidate.If there are less than 6 design organizations that meet the requirements of competition qualification,the competition sponsor may decide to extend the registration time or reorganize the registration according to the project situation.If any design organizations give up the shortlisted qualification for some reason after the shortlisted institutions confirmed and before the release of the competition documents,their competition shall be replaced in turn among the alternate design organizations until 3 are supplemented..The competition co-organizer will send a formal invitation to the shortlisted design organizations,and the competition schemes submitted by other design organizations that have not been formally invited will not be accepted.
本競(jìng)賽設(shè)計(jì)機(jī)構(gòu)遴選結(jié)果將于2022年8月中下旬公布。
The selection results of the competition design organizations will be announced in mid-late August 2022.
(二)競(jìng)賽技術(shù)文件發(fā)布

本項(xiàng)目正式競(jìng)賽技術(shù)文件發(fā)布會(huì)議暫定2022年8月中下旬舉行，同期組織現(xiàn)場(chǎng)踏勘及答疑。具體以邀請(qǐng)函中的地點(diǎn)和時(shí)間為準(zhǔn)。
The official competition technical document release meeting of the project is tentatively scheduled to be held in mid-late August 2022.,and the site survey and Q&；A will be organized at the same time.The specific place and time in the invitation letter shall prevail.
(三)成果提交時(shí)間
?。ㄈ㏒ubmission time of achievements
成果提交截止時(shí)間暫定為2022年10月上旬。所有設(shè)計(jì)機(jī)構(gòu)須在截止時(shí)間前將最終競(jìng)賽成果文件提交到指定地點(diǎn)，以實(shí)際簽收時(shí)間為準(zhǔn)。設(shè)計(jì)周期約為45個(gè)日歷日。
The deadline for submission of results is tentatively set for early October 2022.All design organizations must submit the final competition outcome documents to the designated place before the deadline,subject to the actual signing time.The design cycle is about 45 calendar days.
(四)成果評(píng)審方式
?。ㄋ模㏑esults review method
本次競(jìng)賽成果評(píng)審包括方案有效性審查和方案評(píng)審兩個(gè)階段。技術(shù)評(píng)審委員會(huì)將首先對(duì)所有成果方案進(jìn)行有效性審查，未通過有效性審查的成果方案不進(jìn)入方案評(píng)審。
The evaluation of the competition results includes two stages:the validity review and the scheme evaluation.The review committee of technical will first review the validity of all achievement schemes to determine the validity of achievement schemes.Results programmes that fail to pass the validity review shall not enter the scheme review.
方案評(píng)審委員會(huì)對(duì)通過有效性審查的成果方案進(jìn)行方案評(píng)審，在認(rèn)真研究競(jìng)賽技術(shù)文件、充分討論比較的基礎(chǔ)上，每個(gè)子項(xiàng)目以投票方式選出1個(gè)優(yōu)勝方案。
The evaluation committee of scheme will evaluate the valid achievement scheme which pass the validity review,and select a winning scheme for each sub project by voting on the basis of careful study of the competition technical documents and full discussion and comparison.
本項(xiàng)目的競(jìng)賽評(píng)審結(jié)果暫定將于競(jìng)賽成果評(píng)審會(huì)后5個(gè)工作日內(nèi)進(jìn)行公布。
The competition evaluation results of this project will be tentatively announced within 5 working days after the competition results evaluation meeting.
(五)費(fèi)用支付安排
?。ㄎ澹〤ompetition expense arrangement
1.競(jìng)賽成本補(bǔ)償費(fèi)與獎(jiǎng)金
1.Competition cost compensation and bonus
經(jīng)專家審查確認(rèn)為有效設(shè)計(jì)成果的，各子項(xiàng)目排序第3的設(shè)計(jì)機(jī)構(gòu)獲人民幣柒拾萬元整（￥700,000.00）成本補(bǔ)償費(fèi)用，排序第2的設(shè)計(jì)機(jī)構(gòu)獲人民幣捌拾萬元整（￥800,000.00）成本補(bǔ)償費(fèi)用，排序第1的設(shè)計(jì)機(jī)構(gòu)獲人民幣玖拾萬元整（￥900,000.00）成本補(bǔ)償費(fèi)用，未通過有效性審查的設(shè)計(jì)成果不獲得成本補(bǔ)償費(fèi)用。經(jīng)專家評(píng)審為優(yōu)勝方案并經(jīng)主辦方最終確認(rèn)的，優(yōu)勝方案設(shè)計(jì)機(jī)構(gòu)可在成本補(bǔ)償費(fèi)用基礎(chǔ)上另獲得深化設(shè)計(jì)費(fèi)用人民幣壹佰萬元整（￥1,000,000.00）。
If the design result is confirmed to be valid by experts,in each sub project,the third ranked design organization will receive cost compensation of seven hundred thousand RMB(￥700000.00),the second ranked design organization will receive cost compensation of eight hundred thousand RMB(￥800000.00),and the first ranked design organization will receive cost compensation of nine hundred thousand RMB(￥900000.00).The result that fails to pass the validity review will not receive cost compensation.If the scheme is evaluated by experts and finally confirmed by the organizer,the design organizations of the scheme can obtain another deepening design fee of one million RMB(￥1000000.00)on the basis of cost compensation.
注：聯(lián)合體參賽單位視為一家設(shè)計(jì)機(jī)構(gòu)。

競(jìng)賽成本補(bǔ)償費(fèi)用與深化設(shè)計(jì)費(fèi)用均以人民幣支付，由競(jìng)賽活動(dòng)承辦單位指定的組織單位負(fù)責(zé)與設(shè)計(jì)機(jī)構(gòu)結(jié)算，產(chǎn)生的任何稅金由參賽設(shè)計(jì)機(jī)構(gòu)自理。參賽設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體的，應(yīng)在競(jìng)賽技術(shù)文件發(fā)布會(huì)當(dāng)日起28天內(nèi)就聯(lián)合體費(fèi)用比例分配形成書面協(xié)議，報(bào)送至競(jìng)賽承辦單位。逾期不報(bào)送者，對(duì)該聯(lián)合體的所有費(fèi)用將僅與聯(lián)合體主體方進(jìn)行結(jié)算。
The competition cost compensation fee and the deepening design fee are paid in RMB,the expenses shall be settled with design organization by the institution,and any taxes incurred are borne by the design organization.If the competition design organization is a consortium,it shall form a written agreement on the proportion of the consortium’s expenses within 28 days from the date of the press conference of the competition technical documents and submit it to the competition co-organizer.Those who fail to submit within the time limit will only settle all the expenses of the consortium with the main part of the consortium.
所獲成本補(bǔ)償、深化設(shè)計(jì)費(fèi)用均以人民幣在境內(nèi)支付給各參賽設(shè)計(jì)機(jī)構(gòu)。境外參賽設(shè)計(jì)機(jī)構(gòu)若無法使用本單位賬戶收取人民幣，可授權(quán)境內(nèi)合法獨(dú)立法人代收款項(xiàng)，相關(guān)手續(xù)費(fèi)用和稅金等費(fèi)用由參賽設(shè)計(jì)機(jī)構(gòu)自理。
The cost compensation and deepening design fees obtained shall be paid to all signing up for the competitions in China in RMB.If the overseas design organization cannot use its own account to collect RMB,it can authorize the domestic legal independent legal person to collect the money,and the relevant handling fees,taxes and other fees shall be borne by the design organization.

1)競(jìng)賽設(shè)計(jì)成果經(jīng)評(píng)審委員會(huì)評(píng)定為無效方案的設(shè)計(jì)機(jī)構(gòu)，將不能獲得競(jìng)賽成本補(bǔ)償。
1)The design organization whose competition design results are evaluated as invalid by the evaluation committee will not be compensated for the competition cost.
2)本次競(jìng)賽活動(dòng)的成本補(bǔ)償費(fèi)用包含設(shè)計(jì)機(jī)構(gòu)在本次競(jìng)賽期間所發(fā)生的全部費(fèi)用（包括但不限于設(shè)計(jì)費(fèi)用、成果制作費(fèi)用、設(shè)計(jì)調(diào)研費(fèi)用、配合召開相關(guān)項(xiàng)目溝通會(huì)議所產(chǎn)生的差旅費(fèi)用、設(shè)計(jì)版權(quán)費(fèi)用、相關(guān)稅費(fèi)等），不再支付任何其他費(fèi)用。
2)The cost compensation fee of this competition includes all expenses incurred by the design organization during this competition(including but not limited to design expenses,achievement production expenses,design research expenses,travel expenses incurred in cooperating with the holding of relevant project communication meetings,design copyright fees,relevant taxes,etc.),and no other expenses will be paid.

Ⅷ、Others
1.競(jìng)賽受中華人民共和國法律管轄，競(jìng)賽工作和所有文件適用中國法律。若發(fā)生爭(zhēng)議，經(jīng)協(xié)商不成時(shí)，提交中國廣州國際仲裁中心進(jìn)行仲裁。仲裁為終局裁決，對(duì)當(dāng)事人均有約束力。
1.The competition shall be governed by the laws of the people’s Republic of China,and the competition work and all documents shall be governed by Chinese laws.In case of any dispute,if the negotiation fails,it shall be submitted to China Guangzhou International Arbitration Center for arbitration.The arbitration shall be final and binding on both parties.
2.本競(jìng)賽公告與正式發(fā)布的《競(jìng)賽技術(shù)文件》有不符之處，以正式發(fā)布的《競(jìng)賽技術(shù)文件》為準(zhǔn)。
2.In case of any discrepancy between this competition announcement and the officially released competition technical document,the officially released competition technical document shall prevail.
3.本競(jìng)賽項(xiàng)目的報(bào)名公告英文版與中文版不一致之處，均以中文版的公告為準(zhǔn)。
3.In case of any inconsistency between the English version and the Chinese version of the registration announcement of this competition,the Chinese version of the announcement shall prevail.
4.所有報(bào)名材料概不退還。

5.以上各內(nèi)容或要求無特別說明的，均適用于所有子項(xiàng)目。

6.本項(xiàng)目所有關(guān)于“蓋公司章”的要求，無特殊說明的，境外設(shè)計(jì)機(jī)構(gòu)由其法定代表人或合法的授權(quán)代表簽字即可。若報(bào)名設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體，則除聯(lián)合體參賽協(xié)議書外，由聯(lián)合體主體方蓋公司章。
6.If there is no special explanation for all the requirements of"company seal"in this project,the overseas design institution shall be signed by its legal representative or legal authorized representative.If the registered design organization is a consortium,the main party of the consortium shall affix the company seal in addition to the consortium entry agreement.
7.境外單位提供的資料為外文的，需提供有資質(zhì)的翻譯機(jī)構(gòu)或者公證處公證過的中文資料。
7.If the materials provided by overseas units are in foreign languages,Chinese materials notarized by qualified translation institutions or notary offices shall be provided.
8.代理服務(wù)費(fèi)按子項(xiàng)目獨(dú)立收取，獲得優(yōu)勝方案的參賽設(shè)計(jì)機(jī)構(gòu)，以成本補(bǔ)償費(fèi)用和深化設(shè)計(jì)費(fèi)用之和的3%收取，獲得成本補(bǔ)償費(fèi)用的參賽設(shè)計(jì)機(jī)構(gòu)，以成本補(bǔ)償費(fèi)用的3%支付，以上均以人民幣辦理支付手續(xù)。
8.The agency service fee is charged separately by sub projects.The participating design institutions that obtain the winning scheme will be charged at 3%of the sum of cost compensation fee and deepening design fee.The participating design institutions that obtain cost compensation fee will be paid at 3%of cost compensation fee,and the above payment procedures will be handled in RMB.
