都江堰南橋坊項目建筑概念方案設(shè)計國際征集
成都高都建設(shè)開發(fā)有限責(zé)任公司(下稱“征集人”)與上海國際招標(biāo)有限公司(下稱“征集代理”),就都江堰南橋坊項目建筑概念方案設(shè)計組織國際征集活動,擬面向全球公開邀請具有相關(guān)設(shè)計經(jīng)驗的申請人前來應(yīng)征。本次征集將通過公開資格預(yù)審的方式擇優(yōu)選擇三(3)位應(yīng)征人參加征集。歡迎符合資格條件的申請人提交資格預(yù)審《申請文件》。
Chengdu Gaodu Construction And Development Co.,Ltd(Solicitor)and Shanghai International Tendering Co.Ltd.(Solicitation Agent)are now internationally soliciting PROPOSALS of Architectural Conceptual Scheme for Dujiangyan Nanqiaofang Project.In this solicitation,three(3)Participants will be selected through public prequalification process.We publicly invite Applicants worldwide with relevant design experience to participate and submit the APPLICATION DOCUMENTS for Prequalification.
都江堰,一個四川盆地與川西山脈間的咽喉節(jié)點,一個持續(xù)運轉(zhuǎn)2200多年的水利工程奇跡,源源不斷地滋潤著美麗的天府之國。本項目位于景區(qū)離堆公園大門對面、南橋南側(cè),傍水依山。緊鄰離堆公園高鐵站和MTR有軌電車線路站點,交通極為便利。用地周邊靠近多個景區(qū)景點,游客云集;毗鄰主城區(qū),附近現(xiàn)存及規(guī)劃有大量住宅用地,也為本案提供了持續(xù)的本地客源。
Dujiangyan Project,a throat node between the Sichuan Basin and the mountains of western Sichuan,and a miracle of water conservancy projects that have been operating for more than 2200 years,is constantly nourishing the beautiful land of abundance.This project is located opposite the gate of Lidui Park in the scenic area,on the south side of Nanqiao,adjacent to the water and mountains.Adjacent to the Lidui Park high-speed railway station and MTR tram line station,the transportation is extremely convenient.The surrounding area of the land is close to multiple scenic spots and attracts tourists;Adjacent to the main urban area,there is a large amount of existing and planned residential land nearby,which also provides a sustained source of local customers for this case.

本項目共有3個地塊(地塊8、9、10),為商業(yè)用地,總占地面積約6.04萬㎡(90.6畝),規(guī)劃建筑面積約8萬㎡。西北側(cè)為城市道路復(fù)興街、東南側(cè)為規(guī)劃道路。北側(cè)為都江堰內(nèi)江邊的新堰坎路。利用處于都江堰頂級流量絕版位置,將打造成為都江堰沉浸式數(shù)字藝術(shù)與文化街區(qū)深度融合的創(chuàng)新商業(yè)消費場景。
This project consists of three plots(plots 8,9,and 10),which are commercial land with a total area of approximately 60400 square meters(90.6 acres)and a planned construction area of approximately 80000 square meters.The northwest side is the urban road Fuxing Street,and the southeast side is the planned road.The north side is the new Yankan Road on the river side in Dujiangyan Irrigation Project.By taking advantage of the out of print position of Dujiangyan Irrigation Project's top flow,it will be built into an innovative commercial consumption scene with deep integration of Dujiangyan Irrigation Project immersive digital art and cultural blocks.
本次征集旨在匯聚多方智慧,選出兼具文化傳承創(chuàng)新與商業(yè)邏輯的建筑方案。充分挖掘都江堰世界遺產(chǎn)資源,秦漢時期蜀地文化特色,李冰治水事件脈絡(luò),利用數(shù)字化技術(shù)創(chuàng)新消費場景,與都江堰景區(qū)共建步行化“大景區(qū)”,突出文化歷史資源的獨特性、厚重感、體驗感。
The purpose of this solicitation is to gather wisdom from multiple sources and select architectural solutions that combine cultural inheritance,innovation,and commercial logic.Fully tap Dujiangyan Irrigation Project's world heritage resources,the cultural characteristics of Shu during the Qin and Han Dynasties,the context of Li Bing's water control events,use digital technology to innovate consumption scenarios,and jointly build a pedestrian"grand scenic spot"with Dujiangyan Irrigation Project Scenic Area,highlighting the uniqueness,sense of gravity,and sense of experience of cultural and historical resources.
1.資格預(yù)審/Prequalification
征集人和征集代理將組建資格預(yù)審評審委員會,對按時提交了資格預(yù)審《申請文件》的應(yīng)征申請人進行審查和評審,擇優(yōu)選取三(3)位應(yīng)征人參加征集活動。
The Solicitor and the Solicitation Agent will set up a prequalification evaluation committee to examine and evaluate the APPLICATION DOCUMENTS for Prequalification.Three(3)Participants will be selected through prequalification to participate in the solicitation activities.
2.概念方案評審/Conceptual Scheme Evaluation
概念方案評審委員會由征集人和相關(guān)專業(yè)的專家組成。概念方案評審委員會將對應(yīng)征的概念方案進行綜合評比,并對三(3)位應(yīng)征人提交的概念方案進行排序。
The Conceptual Scheme Evaluation Committee is composed of representatives of the Solicitor and experts from relevant professional background.The Conceptual Scheme Evaluation committee will comprehensively evaluate the design Proposals to rank the proposals of the three(3)Participants.
3.中選方案的確定/Final Winner
征集人將方案評審結(jié)果報行政主管部門,在三(3)位應(yīng)征人提交的概念方案中確定中選方案。
After reporting the proposal evaluation result to the governmental authorities,The Solicitor will determine one of the three(3)design Proposal as the final winning proposal.
4.后續(xù)深化咨詢服務(wù)/Further Deepening Consultation Service
概念方案中選的應(yīng)征人將根據(jù)征集人的委托,完成后續(xù)深化咨詢服務(wù)工作。具體工作內(nèi)容包括:概念方案深化咨詢服務(wù)及估算、初步設(shè)計咨詢及概算相關(guān)設(shè)計咨詢服務(wù)工作。方案深化咨詢費控制價為人民幣不超過160元/平方米(含稅)。應(yīng)征人根據(jù)方案自行報價,報價金額不應(yīng)超過控制價。方案深化咨詢費報價與概念方案設(shè)計成果同時遞交。方案深化咨詢費的報價將被作為概念方案評審的重要考慮因素之一。
概念方案深化周期約45天。初步設(shè)計咨詢周期約60天。
The final winner will complete the further deepening consultation according to the entrustment of The Solicitor.The further deepening consultation service shall include:Conceptual scheme deepening consulting services and cost estimation,preliminary design consulting and estimation related design consulting services.The price for the deepening consulting fee shall not exceed RMB 160/m2(including tax).The consulting fee shall be quoted by the Applicant and submitted simultaneously with the conceptual design proposal.The quotation of consulting fees for deepening design consultation will be one of the important factors during concept scheme evaluation.
The conceptual scheme deepening consultation period is about 45 days.The preliminary design consultation period is about 60 days.

Planning and business logic:Interpret the policy planning of the core area of Dujiangyan Irrigation Project Qingcheng Mountain world-class tourist destination,analyze the basic situation of the region,existing business conditions and coverage,existing resources and potential resources,existing content and product analysis,current passenger flow and economic benefit indicators,investigate the regional status and benchmark classic business cases,propose conceptual design concepts,business strategies and functional layout ideas,and propose reasonable comprehensive traffic organization and business flow lines.

Architectural form and space:It is necessary to fully study the local history,culture,and architectural characteristics.Based on the Qin and Han style architecture,combined with modern elements,a public space form and architectural image plan should be proposed.Based on the natural conditions of the regional mountains and rivers,the overall ecological landscape system plan is sorted out,and concepts and strategies such as green and low-carbon,energy conservation and emission reduction,and smart management are proposed.Design to enhance floodlighting effects and activate night economy.

The applicant must have the ability and experience to undertake the design or design consulting of the content involved in this solicitation.The applicant shall undertake the design work of the architectural concept scheme and may consider hiring consultants in other professional fields such as cultural context interpretation and business planning.
4.本項目不接受聯(lián)合體。
The Consortium is not accepted in this Project.

All potential Applicants who are interested in participating in this Project can download the PREQUALIFICATION DOCUMENT through SITC Website(www.shabidding.com)from 16:00 May 9,2024 to 16:00 May 19,2024(Beijing Time,same hereinafter).

An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 6 in this Announcement is determined by the Prequalification Jury.

1.征集補償費/Compensation Fee
征集人將向遞交了完整和有效的《應(yīng)征文件》的應(yīng)征人各支付征集補償費人民幣100萬元(含稅)。
The Solicitor will pay a compensation fee of RMB 1Million(taxes included)to each Participant who submitted complete and valid PROPOSAL.
2.當(dāng)應(yīng)征人出現(xiàn)下列情況時,征集人不予支付征集補償費:

2.1應(yīng)征人未按規(guī)定時間遞交完整的《應(yīng)征文件》的;
PROPOSAL is not submitted on time and completely;
2.2應(yīng)征人遞交的《應(yīng)征文件》被專家評審委員會認定為未對《征集文件》的要求作出實質(zhì)性的響應(yīng);
PROPOSAL is judged by the scheme evaluation committee not substantially responding to the requirements of the solicitation documents;
2.3方案征集期間,應(yīng)征人的資格條件發(fā)生變化,不能達到上述第六條規(guī)定的資格要求,被取消應(yīng)征人資格。
The Participant has been disqualified during the scheme solicitation period,if the qualification conditions of the Participant change and fail to meet the requirements of the above Article 6 Eligibility and Qualifications Requirements.
3.深化咨詢費/Further Consultation Fee

1.知識產(chǎn)權(quán)/Intellectual Property Rights
1.1應(yīng)征人承諾其擁有其提供服務(wù)時編制的所有圖紙、說明、電子文檔和其它相關(guān)文件(以下總稱“成果文件”)的合法權(quán)利和知識產(chǎn)權(quán)。
The Participant shall guarantee that it has the legal rights and intellectual property rights of all drawings,descriptions,electronic files and other relevant documents(hereinafter referred to as"Deliverables")prepared when it provides services.
1.2應(yīng)征人為本項目編制的成果文件系專用于本項目,各方均不得超過此范圍使用。
The Deliverables prepared by the Participant are exclusively for this Project and shall not be used by any party beyond this scope.
1.3所有由應(yīng)征人編制的成果文件,其著作權(quán)歸應(yīng)征人所有。如項目在方案征集后終止,或征集人聘用其他建筑師來完成方案征集階段以后的工作,征集人無權(quán)使用、復(fù)制及修改該成果文件。在征集人向應(yīng)征人付清本公告第十條定義的方案征集補償費之后,征集人可對應(yīng)征人提交的成果文件進行印刷、出版和展覽,可通過傳播媒介、專業(yè)雜志、書刊或其他形式對成果文件進行評價、展示和宣傳,但應(yīng)注明應(yīng)征人的名稱。如征集人需在本次方案征集以后修改或?qū)嵤┲羞x應(yīng)征人的成果文件,則征集人和應(yīng)征人將另行約定深化設(shè)計咨詢內(nèi)容、周期、費用等條件,并簽訂深化設(shè)計咨詢合同。征集人在付清了征集補償費后可以借鑒使用未中選方案中的局部設(shè)計亮點。
The Participant has the copyright of its Deliverables.If the Project is terminated after the scheme solicitation,or the Solicitor entrusts other architects to complete the work after the solicitation,the Solicitor has no right to use,copy and modify the Deliverables of the Participant.After the full payment of the Compensation Fee defined in Article 10 of the Prequalification Announcement,the Solicitor has the right to print,publish and exhibit the Deliverables and to evaluate,display and publicize the Deliverables through media,professional magazines,book and other forms,but the name of the Participant shall be indicated.If the Solicitor needs to modify or implement the Deliverables after solicitation,the Solicitor and the Participant will separately agree on the content,period,cost and other conditions of the deepening design consultation,and sign a deepening design consultation contract.After paying the compensation fee,the solicitors can refer to and use the design highlights from the unselected schemes.
1.4應(yīng)征人應(yīng)保證提交的成果文件在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)(包括但不限于著作權(quán)、專利權(quán))或?qū)S屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證,如其成果文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)S屑夹g(shù)或商業(yè)秘密,應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)S屑夹g(shù)或商業(yè)秘密所引起的全部法律責(zé)任應(yīng)由應(yīng)征人承擔(dān)。
The Participant shall ensure that its Deliverables does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.The Participant shall guarantee that if its Deliverables uses or contains the intellectual property rights,proprietary technology or trade secrets of any other person,the Participant has obtained the legal,effective and sufficient authorization of the owner.The Participant shall be liable for all legal responsibilities arising from its infringement of others'intellectual property rights,proprietary technology or trade secrets.
1.5在征集過程中征集人提供的基礎(chǔ)資料的知識產(chǎn)權(quán)屬征集人所有。應(yīng)征人僅可以將上述文件用于編制《應(yīng)征文件》之目的。未經(jīng)征集人書面許可,應(yīng)征人不得將上述文件用于其他咨詢設(shè)計或其他目的,也不得將上述文件泄露給任何第三方。
The IPRs of the basic information provided by The Solicitor during the solicitation process belong to The Solicitor.Participants can only use the documents aforementioned for the purpose of designing and compiling the PROPOSAL.Without written consent from The Solicitor,Participants shall not use the documents aforementioned for other consulting design or other purposes,and shall not disclose the documents aforementioned to any third Party.
1.6本次方案征集中接收的所有有效的應(yīng)征成果均不退回。
All valid consulting result received in this solicitation will not be returned.
2.適用法律/Governing Laws
本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
The laws and regulations applicable to this solicitation activity itself and the documents related to this activity are only those of the People's Republic of China.
3.語言/Languages
《資格預(yù)審文件》使用中文和英文書寫。在中、英文兩種語言的意思表達不一致時,以中文為準。資格預(yù)審《申請文件》、與征集人和征集代理之間的往來函電和文件均應(yīng)使用中文書寫。申請人隨《申請文件》提供的證明文件和印刷品可以使用另一種語言,但必須附以中文譯本。
The language used in the Prequalification Documents shall be Chinese and English.In the event of any discrepancy between Chinese and English,Chinese shall prevail.APPLICATION DOCUMENTS for Prequalification and all correspondence and documents between the Applicant,the Solicitor,and the Solicitation Agent should be written in Chinese.Another language can be used for the proof documents and printed materials that Participants provide along with the APPLICATION DOCUMENTS,but the version with Chinese translation shall be attached thereto.
4.解釋權(quán)/Right of Interpretation
本次征集活動及相關(guān)文件的最終解釋權(quán)歸征集人。
The final right of interpretation of the solicitation and related documents is held by The Solicitor.
